Vestby kommune

The Municipalities of Frogn, Nesodden, Vestby and Ås, hereafter called the contracting authority, have established a purchasing cooperative with a Joint Purchasing Office — FIK, located in Vestby Municipality. FIK holds joint tender contests on behalf of all the municipalities. The procurement is for five independent framework agreements:
Contract 1: ‘Wholesaler Products, including Frozen Products’ (more information in 1.2.1);
Contract 2: ‘Fruit and Vegetables’;
Contract 3: ‘Fresh Meat Products’;
Contract 4: ‘Birds, Poultry and Egg Products’;
Contract 5: ‘Bakery and Confectionary Products’;
Contract 6: ‘Internet Based Groceries’ — sub-contract 6 is postponed or completely left out due to the current pandemic situation.
The framework agreements will include delivery to all types of user locations in the municipalities, including, amongst others, primary schools, secondary schools, before-and-after-school care, nurseries, old peoples homes, nursing homes and other underlying institutions.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be a legally established company.
Norwegian tenderers: the contracting authority will check with the Brønnøysund Register Centre.
Foreign tenderers: confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have the adequate financial strength to comply with the contractual obligations.
The requirement for financial strength is evaluated based on that the tenderer should have a satisfactory degree of liquidity ratio, operating margin and equity ratio. The tenderer's bankruptcy risk shall be low and the fiscal figures shall show that the tenderer is capable of carrying out the agreement scope and obligations.

The contracting authority uses Proff forvalt as a basis for its evaluation.
The contracting authority reserves the right to demand/obtain further information in order to verify that the tenderer fulfils the requirement.
Tenderers can choose to rely on other companies’ capacity to fulfil the requirement for the tenderer's economic and financial position.
The tenderer must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, for example by presenting a commitment statement, guarantee, cooperation agreement or similar.
