Oslo municipality, c/o the Agency for Urban Environment (Oslo kommune c/o Bymiljøetaten] wants to enter a parallel framework agreement for consultancy services related to traffic data, simulation and analysis. Tthe Section for Traffic Management and Analysis (Seksjon for Trafikkstyring og analyser (TSA)) is a new division included in the Agency for Urban Environment (Bymiljøetaten). The Section is responsible for i.a. the collection, utilization, and publication of traffic data, as well as the development and integration of new traffic technology systems (ITS, sensors, data exchange systems, etc.). The Section is also responsible for traffic analysis, traffic model development and administration.

The TSA now needs competence and capacity related to our core areas; traffic data, simulation and analysis. We therefore want to enter into a parallel framework agreement for consultancy services for two subject areas:
1) traffic simultation and analysis;
An agreement shall be entered with two to three providers for each subject area. The tenderer may submit tenders for both subject areas or one area. The subject areas are described in detail in the tender documentation.
Varighet: 24 måneder
Beskrivelse av fornyelser:
The framework agreement will be valid for 2 years, with a unilateral option for the contracting authority for 1 year extension at a time up to twice.

Juridisk, økonomisk, finansiell og teknisk informasjon
Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: tenderers must be a legally established company.
Documentation requirement:
• Norwegian tenderers: Company Registration Certificate;
• Foreign tenderers: a verification showing that the tenderer is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: tenderers must have sufficient financial capacity to carry out the assignment/assistance.
Documentation requirement: credit evaluation/rating, not older than 1 year, and which is based on the last known fiscal figures.
The contracting authority reserves the right to obtain credit evaluations.
Teknisk og faglig kapasitet:
Requirement 1: experience from equivalent projects: the contracting authority has the right to check references.
Documentation requirement:
• A description of the 3 most important assignments (for each subject area for which the tenderer submits tenders) for the last 3 years. The description must not be more than 1/2 A4 page per assignment. The following information must be included:
— the contracting authority,
— name and contact information of a contact person,
— nature of the work,
— scope and value,
— date of execution.
The contracting authority has the right to check references.
Requirement 2: the tenderer must have sufficient capacity to carry out the assignment within the specified limitations and deadlines.
Documentation requirement: a description of maximum 1/2 A4 page on how the tenderer shall ensure sufficient capacity for carrying out the assignment.

Vilkår for kontraktoppfyllelse:
The framework agreement is regulated by SSA-R while SSA-O and SSA-B apply to the individual call-offs, for assignments and assistance, respectively.
