Kort beskrivelse:
Background: Sandnes Municipality will enter into a new framework agreement for official cars and will, to a large degree, switch to chargeable hybrid cars and electric cars. The official cars are distributed around the municipality, with most being located at residential and care centres in the municipality and small amount at Vatne operations station. The municipality has a total of approx. 170 official cars, 10 % to 30 % of these cars will still run on petrol and diesel.

Work that will be included in the framework agreement:
— site inspections of relevant locations,
— measure the location's power consumption in order to get a consumption profile,
— assess, in consultation with the contracting authority, where there is sufficient capacity in the electricity network to establish a charging facility,
— carry out all the required engineering design services for the establishment of charging stations,
— carry out all the work required to establish the charging stations, including ground work (can be done by a subcontractor),
— maintain and operate a monitoring platform.
Progress: the project will start as soon as possible after the contract has been signed and will have a rational progress. The contracting authority would like most of the charging stations to be ready installed by August. Tenderers must have the capacity to complete their work in accordance with the progress plan for the delivery.

Beskrivelse av fornyelser:
The framework agreement will be valid for 2 years from the contract start-up date. The start-up date will be as soon as possible after the contract has been signed, as agreed.
As an option, the contracting authority can extend the contract for up to 1 year at a time, to a maximum combined contract period of 4 years.
Beskrivelse av opsjoner:
As an option, charging cables of following type must be offered:
— Type 1 to Type 2,
— Type 2 to Type 2.
Length approx. 5 m.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. The tenderer must as a minimum achieve a rating of ‘Credit worthy’, i.e. the tenderer must be in risk classification 5 or higher on the Experian scale.
Minste nivå(er) av standarder:
As documentation the contracting authority will obtain the credit evaluation Commercial Delphi Score from Experian (The contracting authority subscribes to services from Experian).
The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the supplier's economic situation.

The tenderer can enclose a credit rating from a certified credit rating company showing that the tenderer fulfils the requirement. The credit assessment shall be based on the last available accounting figures.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
Teknisk og faglig kapasitet:
Tenderers must have experience with a minimum of 3 relevant assignments for the development of charging installations as described in the tender documentation and annexes, as regards to the scope and the complexity.
Minste nivå(er) av standarder:
Documentation requirement: tenderers must attach a list of the most important relevant assignments the last 3 years.
The description must include:
— the contractor role,
— the assignment (brief description),
— contract value excluding VAT,
— the number of charging stations,
— date (year) of the assignment,
— contracting authority.
Based on the list, the tenderer shall state names and email addresses of contact persons for the 3 most relevant assignments. It is the tenderer's responsibility to confirm relevance through the description. The references will only be contacted if required.

The tenderer can document the experience of the personnel that may be used for this project, including experience that has been acquired while the personnel was in the service of another employer.
