The objective of this framework agreement is meet the need for cost-effective procurement of canteen equipment and service of the equipment for all canteens operated by the canteen operator in an agreement with the Ministries' safety and service organisation (DSS).
The agreement is entered into with DSS, but other agencies affiliated with the Ministry, the Prime Minister's Office (SMK) and the Government Advocate can also use this agreement and are to be regarded as customers in accordance with this agreement.
The tender contest includes two contracts:
Lot 1: Purchase of Smaller Canteen Equipment,
Lot 2: Purchase and Service of Larger Canteen Equipment.
The total contract value is approx. NOK 6-8 million for the entire contract period, including options divided into lot 1 approx. NOK 1 million and lot 2 NOK 5-7 million.

Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: paid taxes and duties.
Documentation:
Norwegian tenderers: a certificate, not older than 6 months, verifying that the tenderer has fulfilled the tax, employer contribution and VAT payment obligations.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
Requirement: tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
Documentation: a credit rating with key figures from a recognised credit assessment company, or other form of documentation to verify that the requirement has been met.
Teknisk og faglig kapasitet:
Tenderers must have sufficient ability and experience to carry out the delivery.
• A description of the tenderer's three most relevant assignments in the last 3 years, together with information about the contract value, date of delivery or execution and the name of the recipient. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.

• The tenderer must confirm that subcontractors and manufacturers have established an environmental management system equivalent to ISO 14001 or EMAS.
• The tenderer must substantiate this by presenting valid certificates.
