The tenderer shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation:

— Norwegian companies: company registration certificate;

— foreign tenderers: verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling: Tax certificate and financial and economic standing.
Minste nivå(er) av standarder:

Requirement 1: tenderers must have their tax, payroll tax and VAT payments in order.

Documentation: Norwegian companies: tax certificate. The certificate must not be older than 6 months calculated from the tender deadline. Any arrears or other irregularities must be justified.

Foreign tenderers must submit certificates issued by competent authorities, confirming that the tenderer has met their obligations in regard to the payment of taxes and duties in accordance with the legal provisions in the country where the tenderer is established. The certificate(s) shall not be older than 6 months, calculated from the tender deadline.

Requirement 2: tenderers must have sufficient economic and financial capacity to fulfil the contract.

Documentation: the following documentation must be submitted:

Annual financial statements for the last 2 years, including notes and the board's and auditor's reports (2018 and 2019), and a credit rating based on the last known fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with any other document that the contracting authority deems suitable, cf. the public procurement regulations §16-4 (2).

The contracting authority reserves the right to carry out a credit rating of tenderers via a credit rating company.

Teknisk og faglig kapasitet: Control system, reference assignment and licensing.
Minste nivå(er) av standarder:

Requirement 1: the tenderer must have an operative and good control system that has been implemented and is in operation. Documentation: the tenderer must describe their control system that as a minimum must include how the following is solved: Adherence of internal control cf. the Working Environment Act § 5, handling of deviations and customer complains, and how road traffic safety is safeguarded, particularly in relation to preventative work.

Furthermore, we want a list of who is responsible for different areas in connection with the control system, including their name and position.

The contracting authority can also accept other documentation for fulfilment of the qualification requirement. The documentation must describe the tenderer's control system and the date of implementation, cf. the Procedure Rules Annex 5. Annex 5 is attached. Requirement 2: tenderers must have good experience from deliveries of public transport.

Documentation: the requirement concerning good experience from deliveries of public transport assignments must be documented by completing the attached reference overview, cf. the Procedure Rules Annex 4, Overview of Assignment.

Requirement 3: tenderers must fulfil the terms for performance of passenger transport in accordance with the commercial transport law, hereunder regulation dated 26 March 2003 No 01. This also applies to any subcontractors that may be used for execution of the assignment.

Documentation: tenderers must deliver one of the following forms of documentation: copy of permit or documented plan for procurement of permits supplied with documentation that is required when applying for a license. The plan must state dates for submission of application, the type of permit, and expected date for awarding of permit. Permits must be in place by the commencement date.
