In this competition, tenderers are invited to submit tenders for 3 packages:
— Package 1: Ølhammeren — Seierstad,
— Package 2: Hofles — Geisnes — Lund,
— Package 3: Skei — Gutvik.
Tenderers can
1) Submit a tender for only one of the packages;
2) Submit independent and separate tenders for each package;
3) Submit a combined tender for all of the packages The tenderer is also required to have independent and separated tenders for each of the packages (cf. B).
The assignment will be regulated by the attached contract provisions, cf. the procedure rules, point 1.4. The competition assumes that a gross contract will be signed. This means that all ticket income is to go to the contracting authority. The operator will receive a fixed contractual remuneration for the service.

Package 1: The ferry service Ølhammeren — Seierstad is located in Namsos municipality and connects the Jøa island to the mainland. There are currently approx. 615 residents in Fosnes, of which ¾ reside at Jøa. With the exception of agriculture and forestry, there is no industry at Jøa. Jøa is therefore dependent on business traffic to the island for tradesman services and other business transport. This transport usually comes from Namsos, the closest urban area.

There is also a good deal of traffic between Jøa (Seierstad) and the mainland (Ølhammeren) in connection with municipal services such as home-based services.

The ferry service is currently an emergency connection with overnighting at Jøa.

The contracting authority has an exclusive option for extending the contract for up to 1 year.

Package 2: the ferry service Hofles — Geisnes — Lund consists of 2 sub-connections. Hofles — Geisnes that connects Salsbruket with the rest of Nærøysund municipality, and Hofles — Lund that is the main connection over Folda and is the quickest way to/from Rørvik from the south via County Road 769. The alternative is to drive via Kolvereid — Høylandet and E6 at Grong (Gartland).

Package 3: the ferry service Skei - Gutvik connects the municipality of Leka with the mainland and County Road 17 (Norwegian: Kystriksveien). The municipal centre of Leknes is located on Leka island. The primary industries are fish farming and agriculture.

The seaward approach to the ferry quays and the placement of the ferry quays set stringent requirements for ferry size and manoeuvring. The ferries must i.a. carry out a U-turn toward the ferry quays with limited space in the seaward approach. See the Contract description in Part B, point 2.2.

The connection is currently an emergency connection with overnighting at Leka. A fire engine and ambulance are stationed at Leka.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement 1: tenderers must be legally established companies.

Documentation: company registration certificate. The certificate must not be more than 3 months old calculated from the expiry of the tender deadline.

Requirement 2: the tenderer must comply with the terms to be awarded permits to operate in-route passenger transport, cfr. the Act regarding professional transport by motor vehicle and vessel dated 21.6.2002 No 45 with associated regulations.

Documented by: the documentation required when applying for permits, cf. the professional transport regulation of 26.3.2003 No 401.

— police certificate from the general manager, not older than 3 months from the tender deadline,

— certificate from the bankruptcy register, not older than 3 months from the tender deadline,

— tax certificate, not older than 3 months from the tender deadline, see point 3.2,

— company registration certificate not older than 3 months from the tender deadline.

Økonomisk og finansiell stilling:

Requirement 1: the tenderer's company must have the economic and financial capacity to implement the assignment. In this context, sufficient solidity will also be required.

Documentation: the tenderer must have confirmation from a bank or credit institution in Norway stating that there will be a guarantee, in accordance with Part A, General Contract Terms point 17. — tenderers must submit annual financial statements from 2018 with notes and the board's annual report, as well as the auditor's report. Businesses defined as small companies, ref. the accounting law § 1-6, are exempt from delivering the board's annual report ref. accounting law § 3-1,

— as documentation, the contracting authority will obtain a credit rating from Bisnode D&B.

Requirement 2: the tenderer must have the tax, employer contribution and VAT payments in order.

Documented by: tax certificate. The certificate must not be more than 3 months old calculated from the expiry of the tender deadline. Any arrears or other irregularities must be justified.

Teknisk og faglig kapasitet:

Requirement 1: tenderers must have a satisfactory quality assurance system (including safety management) that is implemented and in operation, and that is suited to the content of the contract.

Documentation: certificate of the company's safety management system (SMS). Certificate for the company's quality system/management system issued by independent bodies, confirming that the tenderer meets specific quality assurance standards, for example ISO 9001 certification. The contracting authority will also accept other documentation that provides a description of the company's quality system/management system and dates for implementation, cf. the Procedure Regulations Annex 6. As a minimum, a general description of the system's content, including an overview of inspection plans and check-lists that are relevant for this contract, must be submitted.

Requirement 2: tenderer must have experience from relevant assignments with passenger transport by sea.

Documentation: an overview of 1-2 relevant assignments during the last 5 years, see the Procedure Regulations Annex 4. A brief description of the delivery and an account of why this is considered relevant to this assignment, as well as other information in accordance with the Procedure Regulations Annex 4.
