On 8.6.2018 Oslo District Court proclaimed a judgement in case No 15-072169TVI-OTIR/01 between Netfonds Holding ASA and others vs the Norwegian State, c/o the Ministry of Finance. The case applies to damages action related to questions regarding concession for banking and insurance activities. The case has been appealed by both parties. Borgarting Court of Appeal shall judge in the case in the period from 2 to 17.6.2020.
The Norwegian State, c/o the Ministry of Finance needs an expert in connection with the appeal case to the Court of Appeal as well as an option for expert assistance in connection with proceedings to the Supreme Court of Judicature. The expert assistance service mainly includes an expert assessment of the opponent's financial calculations related to any financial loss in the case. The experts should have expertise in the estimation of values for enterprises, experience in preparing expert reports and experience in assisting as an expert witness in the court.

Requirements: tenderers must be a legally established company.
Documentation:
Norwegian tenderers: company registration certificate
Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: paid taxes and duties.
Documentation:
Norwegian tenderers: a certificate, not older than 6 months, verifying that the tenderer has fulfilled the tax, employer contribution and VAT payment obligations.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
Requirement: tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
A credit rating with key figures from a recognised credit assessment company, or other form of documentation to verify that the requirement has been met.
Teknisk og faglig kapasitet:
Requirement: tenderers must have sufficient ability and experience to carry out the delivery.
Documentation: a description of the provider’s 3 most relevant assignments in the last 3 years, together with information on the contract value, date and time of execution and the name of the recipient/client. Relevant assignments are defined as estimations of values for enterprises. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.
