Execution contract — County road 44 Bus road for the section Diagonalen — Gausel station includes the construction of a public-transport lane and the expansion of County road 44. The section is 1 300 metres. The project for the construction County road 44 also includes to a large extent the establishment of dry walls, concrete walls cast on site, noise reduction walls and two new culverts.
The framework agreement has an estimated value of NOK 350 000 000 excluding VAT.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Qualification requirements:
Tenderers must be a legally established company.
Documentation requirement:
Company registration certificate from the Brønnøysund Register Centre. Foreign tenderers can submit an equivalent certificate in accordance with the legislation in the tenderer's country of establishment.
Økonomisk og finansiell stilling:
The tenderer's annual financial statements, annual report and audit report for the last 3 years and recent information (quarterly accounts) which is of significance to the tenderer's fiscal figures.
If relevant; a brief statement regarding information about the economic conditions or losses that are not documented other places and that are required to be documented in accordance with Norwegian and/or international accounting standards.
If relevant; an overview of any newly implemented, ongoing or impending tax or public reviews of the tenderer’s business must be presented.
If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting any other document that is relevant to the fiscal figures/economy and that the contracting authority deems suitable. The tenderer shall substantiate why he can’t present the documentation required by the contracting authority.

Tenderers must have good economic and financial capacity to comply with the contractual obligations and fulfil the following requirements:
Tenderers must have positive equity.
An average annual turnover of minimum NOK 100 million in the last 3 financial years.
Tenderers shall have an equity ratio of at least 10 %.
The equity ratio must show the proportion of the sum of the equity assets that is the sum of the equity assets and dept (the total assets). The formula is (equity/total assets)*100%.
The latest available annual accounts shall be used.

Documentation requirement:
A list of up to five but no less than three contracts that the tenderer has carried out or is carrying out in the last 5 years, calculated from the tender deadline. The list shall, cf. the form included in chapter E, include the following for each of the contracts the name of the recipient (contracting authority).

All projects executed by the tenderer to document the qualification requirements must be completed in 2015 or later or be near completion at the time of the deadline for requesting participation in this contest, unless otherwise agreed upon.
The presented reference projects must have an H1 value < 8. Justification must be given if the reference project in question has an H1 value above eight, as well as a description of the improvement measures that have been implemented to improve this and the effect of the measures. The H1 value must be calculated in accordance with the following formula:

The main subject areas of the assignment include road works, municipal water pipelines work, piles, structures such as plastic moulded culverts, supporting walls. The contractor must provide a declaration of commitment if the subcontractor is to execute any of the contractual areas.
