Evaluation of System for New Methods in the Specialist Health Services

New methods are a system for the implementation and out phasing methods for the specialist health service. In this context, the ‘Specialist health service’ includes all public or publicly funded hospitals and hospital services.
The evaluation of the system for new methods shall identify and describe whether the current organisation of and case management processes in the system are appropriately designed and suitable for achieving the defined objectives. Based on the mapping and description, the evaluation shall identify barriers and possible changes in organisation and case management, as well as assess and propose measures for the system to improve basic purposes and the need for transparency, trust and legitimacy in the health service and the population. To the extent possible and relevant, the evaluation should include comparisons with similar systems in other countries.

The term method is defined as all measures used to prevent, assess, diagnose and treat illnesses, as well as measures for rehabilitation of patients and the organisation of health services. Examples of methods are medicine indications, medical equipment and medical and surgical procedures and diagnostic tests.

The contracting authority reserves the right for call-off for additional assignments in accordance with those specified in Annex 1 and. This can increase the value beyond the estimate given above.

Egnethet til å utøve yrkesvirksomheten:
Requirements: tenderers must be a legally established company.
Documentation:
Norwegian tenderers: company registration certificate.
Foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: paid taxes and duties.
Documentation:
Norwegian tenderers: a certificate, not older than 6 months, verifying that the tenderer has fulfilled the tax, employer contribution and VAT payment obligations.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
Requirement: tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate
Documentation: a credit rating with key figures from a recognised credit assessment company, or other form of documentation to verify that the requirement has been met.

Requirement: tenderers must have sufficient ability and experience to carry out the delivery.
Documentation: a description of the tenderer's three most relevant assignments in the last five years, together with information about the contract value, date of delivery or execution and the name of the recipient. The presentation should only be one A4 page per assignment.

Relevant assignments means assignments of an equivalent nature, complexity or extent as that requested in this tender documentation, cf. the assignment description in annex 1.
Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.
Requirement: tenderers must have sufficient capacity to carry out the delivery within the specified limitations and deadlines.
Documentation: a description of the tenderer's average annual workforce and the number of employees in the management in the last three years. The presentation should only be one A4 page per assignment.
Requirement: tenderers must have sufficient competence to carry out the agreement.
Documentation: an overview must be presented of the educational and professional qualifications for employees with relevant knowledge and experience for the contract. Relevant knowledge and experience means experience from assignments of an equivalent nature, complexity or scope as requested in this tender documentation, cf. also the assignment description in annex 1. The overview should not exceed four A4 pages.

Requirement: degree of comprehensiveness and relevance of the stated reference assignments, cf. point 5.4.
The following will be emphasised in the assessment:
• scope and complexity,
• relevance, including assignment from the public sector including government owned entities.
Documentation: the tenderer's response to the qualification requirement in point 5.4 on reference assignments. No more than three reference assignments are to be presented. The presentation should only be one A4 page per assignment.
If the assignments are executed outside Norway by resources who normally do not work in Norway, the tenderer must verify routines for any experience transfer to the Norwegian tenderer.
Requirement: degree of comprehensiveness and relevance of the tenderer's competence and capacity.
• degree of relevant competence and experience of employees, distributed respectively in relation to junior, middle and senior level;
• the number of employees with relevant competence and experience at the tenderer.
Documentation: the tenderer's response to the qualification requirement in point 5.4 on the tenderer's competence, including an overview of education and professional qualifications for employees with relevant knowledge and experience for the assignment.

The overview of employees with relevant competence and experience is to be given in an appropriate table format and it ought, as a minimum, to include information on education, experience and indicate which selected competence areas each individual resource has. The overview should not exceed four A4 pages.
