The purpose of the evaluation is to get insight into effects and goal achievement for Kulturrådet’s (the Arts Council Norway's) means for the festival area. The means are organised differently, some schemes specifically aimed at festivals, others are organised as individual grants or are part of a more general grants schemes. All of the means that have festivals as applicants will be included in the evaluation. The estimated volume for the procurement is NOK 2.6 million excluding VAT. The assignment should be completed by 15 February 2022. Completion of the publication in the Arts Council Norway's regime will take place after this. The grant scheme for music festivals is today the largest single scheme managed by the Arts Council Norway and is a key tool for disseminating concert programs in Norway. The scheme covers the entire field from large, institutional festivals to the small and voluntarily run. The evaluation must therefore have a particular look at the grant scheme for music festivals.

The evaluation will also review the Arts Council Norway's means for the festivals in the arts areas of stage, literature, visual art and cross-discipline festivals. The festivals are well spread geographically and found in all art styles/expression. They are the central managers of international art in Norway and are an important arena for artists, curators and the public.

The evaluation will also assess whether the previous hub festivals' relatively high subsidy level has created differences in the conditions for the festivals, and whether the current model should be combined with permanent recipients to answer the majority comment from the Storting's culture committee in Inst. 14 S (2019-2020).

Even if the final consequences of the pandemic are unclear, it is extremely likely that the Corona virus will affect the festivals for a long time to come. The evaluation will therefore highlight the festivals’ ability and possibility to adapt to the situation that the pandemic has created and that may to some extent persist.
