The specialist health service includes the public hospitals, the psychiatric institutions, the ambulance service, the emergency service, hospital pharmacies, laboratories and institutions related to substance abuse treatment. The Central Norway Regional Health Authority (HMN) provides patients treatment at three hospital trusts: St Olavs Hospital Trust, Møre and Romsdal Hospital Trust and Nord-Trøndelag Hospital Trust. We also operate the Central Norway Pharmaceutical Trust, Hospital Build HF, Helseplattformen AS and Central Norway Regional Health Authority IT operations (Hemit).

The contracting authority requests tenders for tools for modelling the enterprise architecture in the Central Norway Regional Health Authority and Helseplattformen. The customer will prepare descriptions that demonstrate the connection between the organisation, processes and ICT. The customer will base its work on the architecture framework TOGAF and has currently approx. 50 active users based on floating licences. Due to major changes in projects and the portfolio in HMN and Helseplattformen, it is challenging to be accurate on the number of licences and how many courses for training needed for a 4 years period. Therefore, the customer has chosen to use a framework agreement for the purchase of licences and courses in addition to the identified need at the time of signing the agreement.

The tenderer shall, as a part of the agreement, conduct transfer of content and recreate models from the current tool.

Beskrivelse av fornyelser:

The maintenance agreement will be valid for 3 (three) years from the start-up date of the agreement. The contract will then be renewed automatically for 1 (one) year at a time, unless 3 (three) months’ notice is given by the contracting authority prior to the renewal date.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Økonomisk og finansiell stilling: Financial key figures.
Minste nivå(er) av standarder:

Sufficient financial ability (solvency) is required to execute the contract obligations. The credit rating that will form the basis to be eligible for participation in this competition is not lower than ‘Credit Worthy’ (equivalent to score A). In evaluation of the above, the contracting authority shall be using Bisnode/Credit Pro credit rating. The contracting authority will itself obtain credit ratings as a basis for the assessment stated above. The information will be obtained after the tender deadline and on the same date for all tenderers. For recently established companies, companies under formation, companies with no activity or companies that have not been credit-rated, parent company guarantees, bank guarantees, etc. can instead be presented, providing an equivalent guarantee for the implementation ability. The company organisation number shall be provided for the parent company if a parent company guarantee is used.

The tenderer has, in the reference period, carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to 3 years experience and can take experience from the period before the last 3 years into consideration.

An overview of the most important deliveries of goods or services that the tenderer has carried out in the last 3 years, together with information on the contract's value, delivery date or execution and the name of the recipient. In order to ensure sufficient competition, documentation for relevant deliveries or services that the tenderer carried out more than 3 years ago will be considered.
