The contracting authority needs a system for electronic stock management. The procurement of the system must cover the contracting authority's requirement for electronic stock management and safeguard the functionality for external/internal stock management for institutions (orders for supplies, reception and internal delivery), logistics (tracking) and an overview (stock status), cost control and the need for generating requested statistics. The system must handle integration with different suppliers/product dealers and must be a total system for stock management for the contracting authority's institutions. Administration/support, as well s assistance in relation to implementation/training are important services for the product.

Beskrivelse av opsjoner:

An option is wanted for private/non-profit managers of the contracting authority's institutions and entities organised under the Agency for the Elderly, Health and labour (EHA) to join the contract and implement the service in the contract period. A decision has not yet been made as to whether this option will be taken up or not, this will, amongst other things, depend on organisational assessments at the contracting authority connected to the administration of the contract and the need for the service in the entities in question. The option can be taken up for one and one entity, or for individual units in one entity throughout the contract period. SYE will be the contract party for the tenderer if the option is taken up. The practical implementation will, however, be agreed with each individual entity.

The entities are not obliged to use the option, and they can enter into separate contracts for stock management systems with other suppliers.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement: tenderers must be a legally established company.

Documentation: Norwegian companies: certificate of business registration

Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

Requirement: tenderers must have the financial capacity to carry out the assignment/contract.

Documentation: the contracting authority will obtain a credit rating from Experian based on the last known fiscal figures.

Teknisk og faglig kapasitet:

Requirement: good experience is required from equivalent contracts. Equivalent contracts means electronic stock management for institutions, hospitals, industrial households, or equivalent.

Documentation: a description of the tenderer's equivalent assignments executed in the last 3 years, limited to 5 assignments. The overview must indicate who the contracting authority was, name of a contact person, the system's complexity, the scope and value of the assignment, as well as the time and location of the assignments.

Requirement: tenderers are required to have the capacity to fulfil the contract.

Documentation: an account of the available workforce that the tenderer can use for fulfilment of the contract. For example, a competence matrix. If the tenderer uses sub-contractors, an overview must be given for the distribution of technical personnel or technical units between the main supplier and the sub-contractor.
