Lots/groups

The contract is split into four subcontracts. Each subcontract will be evaluated separately. 1 (one) winner will be chosen for subcontracts 2-4, and 2 (two) winners for subcontract 1.

Tenderers can submit tenders for one or more subcontracts, with the exception of subcontract 1 zones 1 and 2. Tenderers cannot submit tenders for both zones 1 and 2 as the internal control must be carried out by the tenderers in this sub-contract, and mini-contests is one of the call-off mechanisms.

In subcontract 1 there can be mini-contests between the chosen tenderers for call-offs over NOK 100 000 excluding VAT.

Tenderers can submit tenders for one or more subcontracts. Alternative tenders or parallel tenders cannot be submitted.

Subcontract 1 (zones 1 and 2): turnover approx. NOK 18 million excluding VAT a year.

Zone 1: Øyeren and Bingsfoss, Mira IKS, Lillestrøm Municipality Environment Engineering and og Nedre Romerike Fire and Rescue Service Inter-Municipal Company (NRBR).

Zone 2: Korset and Sagdalen, Lillestrøm Parkering AS is included in this zone.

Subcontract 2 (zone 3): Lillestrøm municipal housing, turnover approx. NOK 5 million excluding VAT a year. This is mostly in old Skedsmo with approx. 1 000 municipal residences.

Subcontract 3: Technical installations, turnover approx. NOK 2.6 million excluding VAT a year.

Sub-contract 4: Establishment and service of charging stations for electric vehicles, turnover approx. NOK 5.8 million excluding VAT a year.

All the contracting authorities can use subcontracts 3 and 4. Call-offs on subcontracts 3 and 4 are independent of geographical zones.

Instructions for tender submission: you must choose the part called subcontract 1-3 to submit a tender for subcontracts 1, 2 or 3. You must choose the part called subcontract 4 to submit a tender for subcontract 4. This choice appears when you start your tender.

Framework agreement.

The procurement will be regulated by the attached framework agreement, with the accompanying general contract terms.

Lillestrøm Parkering AS has reservations for cases where the framework agreement cannot be used due to the wishes of landowners, etc.

The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.

Tax and VAT certificates

Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).

Documentation requirement: requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met their obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has their headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, previously RF-1244) in accordance with the legislation in the country. The certificate must not be more than 6 months old.

This also applies to any subsuppliers that are needed to fulfil the contract.

This requirement only applies to Norwegian tenderers, cf. PPR §7-2.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contract the tender submission deadline, for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, enclose the certificate voluntarily if you want.

Other economic and financial requirements: economic and financial standing.

Requirements regarding the tenderer's economic and financial standing: the financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).

Documentation: the contracting authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.

Teknisk og faglig kapasitet:

There are requirements regarding the tenderer's technical and professional qualifications.

The tenderer must have a satisfactory quality assurance system (ESPD: Part IV B58-4).

Documentation requirement: certificate of the company's quality system/management system issued by independent bodies that confirms that the tenderer comply with certain quality assurance standards, for example ISO certification. The contracting authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.

Tenderers must have access to sufficient capacity and must be able to use the required equipment and resources that have the expertise and implementation ability within in the disciplines required by the contract.

Documentation requirement: tenderers must present an account of their organisation with the number of employees in administration, the average workforce in the last 3 years in their or sub-supplier's organisation with professional competence that will be used to fulfil the contractual obligations, the number of apprentices divided by profession, as well as a description of how the organisation will be used to carry out the assignment.

Certificates must be attached for groups L and Ekom. For other requirements tenderers must attach a reference list that shows experience within the requested competence area.

Individual CVs do not need to be submitted.

Tenderers that will submit a tender for subcontracts 1 and 2 must document that they have the required competence.

Documentation requirement:

— certificate for thermography for certified personnel who will be used for this contract;

— certificates for internal control of certified personnel who will be used for this contract;

— the company's procedures for carrying out thermography;

— examples of reports after internal control and thermography has been completed.

The tenderer must have satisfactory procedures in place to implement the assignment in an environmentally justifiable manner (ESPD: Part IV B.58-4).

Documentation requirement: the tenderer shall enclose documentation demonstrating that the assignment will be carried out in an environmentally responsible manner. This can be documented by a report of existing routines or a valid certificate from a third party verified system (for example Eco-lighthouse, ISO 14001, EMAS), copy of the table of contents in the tenderer's environmental management system, description of the system or with other relevant documentation.
