Kort beskrivelse:
The city council would like to give inhabitants, businesses, organisations, media, politicians and employees access to direct transmissions and historical recordings from city council meetings on the internet.
The city council meetings must be covered by several audio and picture sources, different cameras and microphones, which cover different areas, including the podium and chamber. The audio and pictures from the different sources are to be mixed to one video stream that is to be distributed on the internet.

We would also like to show transmissions from meetings in the city council committee and possibly other committees, and it must be possible to expand the contract to include such meetings if there is a need for this (option). The meetings for other committees must be covered by an audio and picture source, camera and microphone, which cover the speaker and committee chair. The audio and pictures are to be mixed to one video stream that is to be distributed on the internet.

Proposals, remarks, presentations/orientations, any participants who are participating via Teams or similar, voting results, etc., which are shown on a large screen in the meeting room, must be visible for those following the meetings on a mobile, tablet, or PC.

It must be possible to show transmissions of remote meetings where some of the participants are sitting physically together and some are participating digitally (the city council chamber will be adapted for this with the required AV equipment).
It must be easy to find specific cuttings in previous recordings and have easy access to related documents for the various cuttings. The city council would like broad distribution of the recordings, and would therefore like it to be easy for users of the system to share all or parts of cuttings through social media and other channels.

The transmissions and recordings must be of good quality as regards picture and audio, and they must give a good experience for viewers.
Beskrivelse av fornyelser:
The contracting authority has an option to extend the contract for up to a further 3 years, to a total maximum of 4 years.
The contracting authority can choose to trigger the option in several stages, e.g. for 1 year at a time.
Any extension must take place with a minimum of two months written notice before the expiry of the contract period.

Egnethet til å utøve yrkesvirksomheten:
Registered in a trade register or company register.
Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minimum requirements for the qualification requirements:
Tenderers must be a legally established company. Documentation: Tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will inspect the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

The tenderer can command the following technical personnel or technical units, particularly those who are responsible for quality assurance: For technical personnel or technical units that do not directly belong to the tenderer's company, but is the capacity that the tenderer will rely on, cf. part II, paragraph C, particular ESPDs must be completed.

Minste nivå(er) av standarder:
Tenderers are required to have sufficient technical resources and capacity to fulfil the assignment in accordance with the contracting authority´s needs. Documentation: Tenderers must attach an overview of personnel with relevant technical/specialist competence for the fulfilment of this delivery. The overview must include the person's professional qualifications, experience and how the person will be used in the delivery. All the stated resources must have sufficient capacity in the contract period to be used as described.
