Kort beskrivelse:

The backup power aggregates will be used as a backup supply for nursing homes. If there is an interruption in the electricity supply, an aggregate must be transported to the location in question and connected to points that have been prepared for the aggregate. Alternatively, the aggregate is already parked at the location in question.

It must also be possible to use the aggregates for electricity supply for work on projects/operations where general electricity is challenging.

All deliveries must be CE certified.

The assignment comprises:

— 2 200 kW, 3 phase backup power aggregates on a trailer for a passenger car 3 500 kg, with an option for a further 1;

— cable;

— maintenance contract in the guarantee period (2 years), with an option for one or several extensions throughout the product's lifetime for up to 8 years, total up to 10 years.

The contracting authority would like the aggregates to be delivered in good time before the winter sets in.

The service and maintenance contract will be valid for 2 years from the delivery date, thereafter it can be extended one or several times for up to 8 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirements: tenderers must be a legally established company.

Documentation: company registration certificate, which has been issued no more than 6 months before the tender deadline. Confirmation of registration in a trade or business register as prescribed by the law of the country in which the supplier is established (applies to foreign companies).

Økonomisk og finansiell stilling:

Requirement: the company's solidity. Tenderers must have sufficient economical and financial capacity to complete the contract.

Minste nivå(er) av standarder:

Documentation: tenderers can document their economic/financial capacity in the following ways: credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with an equivalent licence in a member country in the EU/EEA. The credit rating report must be based on updated accounting information. The last year's annual financial statement, including the board's annual report and the auditor's statement. Recently established companies that cannot present approved annual accounts can submit the accounts that have been completed. Appropriate bank/parent company guarantees and/or relevant liability insurance. The contracting authority will regard bank/parent company guarantees or relevant liability insurance as suitable if these documents cover the contracting authority's financial risk where the tenderer does not have the financial or economic capacity to fulfil the contract. The contracting authority's financial risk means economic loss caused by non fulfilment of the contract. Parent Companies providing guarantees must document that they themselves comply with the requirement for 'the company's solidity'. The tenderer is free to provide other information that can be seen as relevant for the assessment of whether the company´s solidity requirement is fulfilled. The contracting authority reserves the right to obtain credit rating reports. All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled.

Teknisk og faglig kapasitet:

Requirement:

— experience from similar assignments: tenderers are required to have good experience from similar contracts;

— implementation ability — personnel. Tenderers are required to demonstrate a good ability to implement the assignment in accordance with the needs of the contracting authority. Tenderers are therefore required to have sufficient capacity to be able to implement the assignment;

— quality assurance requirements: the assignment requires systems for quality assurance;

— procedures for environmental management: The assignment requires tenderers who have procedures and systems that ensure the execution of the delivery has a low environmental impact.

Minste nivå(er) av standarder:

— Documentation: tenderers must complete annex 5 — reference form, on the (number) most important relevant deliveries in the last 3 years, including their scope (number of man-labour months), value, date, and the contracting authority or recipient. Or tenderers must complete annex 3 — reference form, on the (number) most important relevant deliveries in the last 3 years, including their scope (number of man-labour months), value, date, and the contracting authority or recipient. An overview must also be given for each assignment’s contact person assignment as well as each contact person's telephone number and e-mail address.

— Documentation: an overview of the company's total manpower and/or an overview of the company's total number of man-labour years with competence in special/important disciplines, and/or an overview of the number of man-labour years with competence in special/important disciplines for the implementation of this delivery.

— Documentation (to be provided in the following ways): description of the company's procedures for quality management, with emphasis on quality assurance, resource management, the management's responsibility, the manufacturing process and continual analysis and improvement. If a tenderer holds an ISO 9001:2008 certificate (or newer version), such a certificate will be accepted as documentation of compliance with the qualification requirement.

— Documentation: description of the company's procedures and systems for ensuring low environmental impact when carrying out the delivery. If a company has environmental certification or ISO 14001:2004 (or a more recent version) or equivalent third party verified systems, such a certificate will be accepted as documentation for fulfilment of the qualification requirement.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

Tenderers must, through their business practice, respect international standards on human rights, employee rights, the environment, animal protection, and anti-corruption in their company and in the supplier chain. Tenderers must actively work and have a system so that goods and services that are delivered according to this contract are produced and distributed under conditions that are in consistent with the standards.

The law at the manufacturing place must be respected. In cases where national laws and regulations cover the same theme as these guidelines, the highest standard must apply.

The principles are based on UN and ILO conventions and local legislation in the country where all or parts of the goods/services are manufactured, and state minimum and not maximum standards. The following laws and rules must be complied with:

ILO's eight core conventions on forced labour, child labour, discrimination, freedom of association, and the right to organise (nos. 29, 87, 98, 100, 105, 111, 138 and 182).
