Bergen Municipality would like to enter into a framework agreement for car sharing services. The contract will apply for the Marine Research Institute in Bergen and will include services based on cars with fixed positions in the municipality. So-called ‘free floating’ car sharing services are not included in the contract. The car position locations must be spread out over several districts in Bergen.
The primary aim of the contract is to cover the contracting authority's need for mobility in the service. The contract will contribute to the contracting authority achieving, amongst other things, the following goals:
— a reduction of climate emissions from the production and use of cars;
— a reduction in the use of private cars for work purposes;
— a reduction of the contracting authority's own vehicles.
The contracting authority mainly needs to use cars on weekdays between 7.00-16.00. The contracting authority must be able to reserve some cars for its own use.

The tenderer must, in cooperation with the contracting authority, find solutions that cover the purpose of the contract and fulfil the contract's goals.
The contract will also be part of Bergen Municipality's work in establishing Mobility As A Service as a concept in Bergen Municipality. Tenderers must therefore reckon on participating in development work and meetings connected to the integration and coordination of different mobility systems (car sharing, public transport, co-driving, bicycles, electric scooters, etc.). The chosen tenderer, together with the contracting authority, will look at the best way to solve this. The tenderer and Bergen Municipality will together develop a system to optimise the service in the contract period.

Inhabitants must have access to the cars at times when they are not used by the contracting authority. The contracting authority and the tenderer must prepare a plan together for marketing the system.
The tenderer must have a system for the registration and payment of car hire. The system must be based on an app or internet based payment system that can be used (for app: downloaded and installed) on mobile telephones and hand-held data communication devices. It must be possible to see on a map where vacant cars are located, and the system must include a search function that shows available cars in real time.

Tenderers must be able to add the Municipality's own cars in a booking app or an internet based booking system, which must only be available for employees (any costs for this are to be entered into the price sheet). The Municipality will still own and be responsible for the maintenance of these vehicles.

The contract can be extended for up to a further 2 years. The extensions can be taken up in several rounds, for example, for 1-year at a time.

Tenderers must be a legally established company.
Documentation: tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will inspect the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Økonomisk og finansiell stilling: Tenderers must have substantial and relevant experience.

The experience must be from assignments of an equivalent nature and complexity as the services requested in this contest. Services here means that the contracting authority has responsibility for a car sharing scheme that is equivalent to the purpose of this contract, or responsibility for the general administration of car use and cars for an entity, including operation, service, car washes, maintenance, and other necessary car services.

Documentation requirement: relevant experience is to be documented by stating a minimum of three (3) and a maximum of five (5) reference projects from the last three (3) years. Information on this point is to be given in Mercell. Only the first five projects will be assessed if more than five reference projects are listed.

Teknisk og faglig kapasitet:
Tenderers must, through their business practice, respect international standards on human rights, employee rights, the environment, animal protection, and anti-corruption in their company and in the supplier chain. Tenderers must actively work and have a system so that goods and services that are delivered according to this contract are produced and distributed under conditions that are in consistent with the contract. This, for example, applies to implementing measures to ensure openness in the delivery chain of electric car batteries, right down to the extraction of the raw matter.
