EBE is one of Vestlandet's largest building and property managers with approx. one million square metres of buildings. The agency is also the municipality's landowner and it manages approx. 5 000 vacant properties.

EBE is responsible for operation and maintenance of the municipality's properties including, amongst other things, schools, nurseries, sports buildings, nursing homes, and administration and harbour buildings.

The agency for buildings and properties' vision is: our properties must make the town proud.

The procurement concerns roofing and flashing and guttering work on all municipal buildings managed by EBE. In addition, the Agency for Housing Management (EBF) can use the contract. EBF manages municipal rental accommodation. See the website for further information on EBF:

The contract will be valid for 2 years, with an option for the contracting authority for up to further 2 years extension, to a maximum of 4 years.

Registered in a trade register or company register.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Description of requirements/documentation:

The company must be legally registered.

Documentation requirement: companies that are registered in the Norwegian Register of Business Enterprises and the VAT Register do not need to attach documentation. The contracting authority checks organisation numbers in the company's Mercell profile. Attention is drawn to the fact that it is the organisation number that is on the company's profile for this competition in Mercell that will be checked. For companies that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Description of requirements/documentation:

The company must have satisfactory finances to carry out the assignment.

Documentation requirement: the contracting authority will obtain information on the company's economic and financial capacity via Proff Forvalt, (companies that have submitted their accounts to the Brønnøysund Register Company are registered through Proff Forvalt). If the information on Proff Forvalt is not correct, or if supplementary information is required to highlight the company's economic and financial situation, this can be submitted. All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled.

Foreign companies: the company's last two auditor approved annual financial statements.

Teknisk og faglig kapasitet:

• the contracting authority can demand up to 5 years of experience and allow experience from the time before the last 5 years to be taken into account;

• routines and systems for quality assurance standards;

• routines and systems for environmental management standards.

Tenderers must have experience from relevant assignments.

Documentation requirement: the company's relevant assignments from the last 5 years. In cases where the company does not have the necessary qualifications, but relies on other suppliers to be qualified, equivalent documentation must be submitted for them.

Quality assurance requirement: the contracting authority requires tenderers to have procedures and systems for quality management.

Documentation: documentation (to be provided in the following ways): description of the company's procedures for quality management, with emphasis on quality assurance, resource management, management's responsibility, manufacturing process and continual analysis and improvement. If a tenderer has valid ISO 9001:2015 certification, this certificate will be accepted as documentation of fulfilment of the qualification requirement.

Environment management system requirement: the assignment requires tenderers to have routines and systems that ensure that the execution of the delivery has a low environmental impact. Documentation: description of the company's routines and systems for ensuring low environmental impact when carrying out the delivery. If the tenderer can present certificates from independent bodies, documenting an established and satisfactory environmental management system, such certificates would be accepted as documentation of fulfilment of the requirement. For example, the requirement will be fulfilled if the tenderer holds valid ISO 14001:2015, Eco-Lighthouse, EMAS or other equivalent third party certification.
