EEA 023-2020 Framework Agreement for Window Cleaning —Contest

Bergen kommune

Bergen Municipality needs to enter into a framework agreement for window cleaning services. The contract will be signed with one tenderer and it will cover both the Municipality's owned and rented buildings. The window cleaning will not follow the set cleaning plans. Each individual municipal unit will decide whether and when their windows are to be cleaned and will order services as required. There is no available list of all the municipal buildings or windows in municipal buildings. The contract will thus be signed on the basis of unit prices.

The contract only covers window cleaning. The contract is for windows that are in the buildings' outer walls. The window cleaning can include both external glass surfaces and internal glass surfaces on windows in the buildings' outer walls or only one side of the windows. Internal glass walls/room dividers are not included in the contract. In addition, the window cleaning includes cleaning internal and external frames and frame edges, as well as other jobs that are required when cleaning windows. This can include lubricating hinges and rods, as well as reporting any damage or wear that is found during the work. Examples of such damages: damage putty/glass fastening, damaged weather stripping, hinges and fittings, rot in frames and sills or problems with opening and/or closing windows. Notification can be given orally to the person who ordered the work or the unit manager.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: tenderers must be a legally established company.
Documentation: tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will inspect the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Tenderers must be a certified cleaning company in accordance with the Regulations on public certification of cleaning companies and the procurement of cleaning services. The requirement must be fulfilled by the tender deadline.
Documentation: a clear and direct web link must be provided that leads to the registration in the Norwegian Labour Inspection Authority's cleaning register. Alternatively, a printout from the cleaning register can be submitted.
Teknisk og faglig kapasitet:
Good and relevant experience.
The share of the service that is given to a sub-supplier must not exceed 50 %.
Certification for routines and systems that ensure a low impact on the environment.
Minste nivå(er) av standarder:
Requirement: tenderers must have good and relevant experience. The experience must be from assignments of an equivalent complexity as the services requested in this contest.
Documentation requirement: relevant experience is to be documented by stating three (3) reference projects from the last three (3) years.
Requirement: the share that is given to a subsupplier must not exceed 50 % of the total service provision, measured according to the invoiced amount.
Requirement: the contracting authority requires tenderers to have certification from independent third parties that confirm that the tenderer has routines and systems that ensure that the execution of the delivery has a low impact on the environment. Documentation: tenderers must submit certificates from independent bodies that document an established and satisfactory quality management system. Documentation is required stating that the tenderer is environmentally certified in accordance with ISO 14001, is an Environmental Lighthouse company, is certified by EMAS, or is certified by equivalent third parties.
