Bergen kommune

The agency for buildings and properties administers approx. 1.2 million m of buildings, and its main task is to cover Bergen Municipality's requirement for premises. The buildings are located in 8 city districts. Most of the buildings comprise approx. 100 schools and 60 nurseries. In addition there are nursing homes, administration buildings, and sports centres. Some of these buildings are also listed/buildings worthy of protection with an historical value.
In order to cover the municipality's need for ongoing maintenance and operation of the municipality's buildings, Bergen Municipality, c/o the agency for buildings and properties, intends to enter into a framework agreement as soon as possible with one tenderer for the provision of carpentry services, including the procurement of associated building materials, and, to a limited extent, fittings, such as kitchen fittings and cloakroom fittings.

The framework agreement will include the provision of a number of different types of work, for example:

— facade work

— delivery and assembly of walls, ceilings, floors and fittings

— damage limitation and securing buildings in the event of break-ins and vandalism

— replacement of wooden, steel and aluminium doors and windows

— asbestos removal work

— wet room work

— fire sealing

— demolition work

— alteration and renovation of varying degrees

— delivery of kitchen fittings (with and without assembly), and kitchen parts, such as worktops, sections, cupboards, sinks, hinges and handles, possibly with integrated white goods if required by the contracting authority.

The framework agreement includes all necessary materials/tools for installation, deposit of demolition materials and safety measures for own personnel and the users of the buildings.

The list of services included in the framework agreeemnt is not exhaustive. Other services that are naturally related to the disciplines in this framework agreement may be added if needed during the contract period. The framework agreement can also include planning and engineering design services for the assignments.

The contracting authority has several ongoing framework agreements for various services, which, in some assignments, will touch on assignments in this contract. The contracting authority will, in such cases, try to use the contracts in the most appropriate way.

Furthermore, the contracting authority reserves the right to not use the framework agreement for the execution of major or complex projects. The contracting authority will, in these cases, publish a separate notice in the ordinary way, in accordance with the current law and regulations.

Tenderers must be a legally established company. Documentation: tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will inspect the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Documentation for Norwegian tenderers: The contracting authority will check tenderers' financial situation from DIFI's eBevis, Proff Forvalt (https://forvalt.no/) and/or via information given by Creditsafe (https://www.creditsafe.com) and can obtain further information from the Brønnøysund Register Centre. Note that the tender documentation includes guidelines for how tenderers can supplement available information if they wish to do so. Documentation for foreign tenderers: tenderers must, upon request, submit a credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, or from a company with the equivalent certification in a member country of the EU/EEA. The credit rating report must be based on updated accounting information.

Teknisk og faglig kapasitet:

Tenderers must have good and relevant experience, including experience with maintenance work and experience from carpentry work on listed buildings and/or buildings worthy of protection. Documentation requirement: relevant experience is to be documented by stating a minimum of three (3) and a maximum of five (5) references from the last three (3) years. Information on this point is to be given in Mercell. Only the first five references will be assessed if more than five are listed.

Tenderers must, through their business practice, respect international standards on human rights, employee rights, the environment, animal protection and anti-corruption in their company and in the supplier chain. Tenderers must actively work and have a system so that goods and services that are delivered according to this contract are produced and distributed under conditions that are in consistent with the contract. The documentation requirement is described in the tender documentation under the section 'Qualification Requirements for Responsible Business Practice in the Supplier Chains'.

Tenderers must have adequate competence and professional qualifications for managing and quality assuring the assignment. The work must be managed by a person with a master certificate within carpentry. Documentation: tenderers must attach an overview of the experience and professional qualifications held by the managerial group who will be responsible for the delivery.

Tenderers must document the required and professional qualifications for the execution of measures carried out in development class 2 within the following disciplines: carpentry work and the assembly of wooden constructions. Documentation: central certification in development class 2 for the discipline in question, or alternative documentation demonstrating that the company has the necessary and relevant professional qualifications to implement measures such as ‘executing’, equivalent to development class 2 in the relevant discipline. See the provisions in the Building Application Regulations, chapter 11.

Tenderers must have the use of a sufficient workforce to handle all the contractual obligations. Tenderers must, as a minimum, have 20 carpenters employed besides apprentices to handle assignments under this framework agreement. Documentation: a description of the average annual workforce and the number of employees in management in the last 2 years. It must be clear how many carpenters are/have been employed.

Asbestos is present in some of the older buildings that the contracting authority manages, and some assignments will, therefore, include dealing with asbestos. Tenderers must fulfil the requirements that the Norwegian Labour Inspection Authority has set for being permitted to work with asbestos, or have a binding contract for being able to use resources from another company (sub-supplier) that fulfils the requirements. A commitment statement must be attached if sub-suppliers are used. The contracting authority requires tenderers to have procedures and systems…

… in place that ensure that the execution of the delivery has a low environmental impact. Documentation: Description of the company's routines and systems for ensuring low environmental impact when carrying out the delivery. If the company has environmental certification in accordance with ISO 14001:2004 (or a more recent version), EMAS, Miljøfyrtårn, or equivalent third party verified systems, such a certificate will be accepted as documentation for fulfilment of the qualification requirement.

Documentation: description of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, managements' responsibility, the manufacturing process and continual analysis and improvement. If the tenderer holds an ISO 9001:2008 certificate (or newer version), such a certificate will be accepted as documentation of compliance with the qualification requirement.
