E6 Fjerdingen - Grøndalselv is a stretch of approx. 11 km on the E6 in Grong municipality. Parts of the stretch will be constructed under the contract ‘Fjerdingelvbrua [Fjerding River Bridge] and associated road’ which is announced in parallel.
The applicable zoning plan from 2018 is largely based on the current road alignment and adds the various improvement measures on large parts of the stretch. SVV wants a new review of regulated solutions where one looks closely at the possibilities of laying new road outside of the current road alignment. This will be the subject of the competitive dialogue that must be carried out before tender offers are delivered.
The turnkey contractor must be involved early in the development of the project. The objective is to utilise the combined expertise of the parties, and to achieve a better end product.

SVV wants a new review of regulated solutions where one looks closely at the possibilities of laying new road outside of the current road alignment. This will be the subject of the competitive dialogue that must be carried out before tender offers are delivered. With such a review and consequent redevelopment of parts of the stretch, SVV hopes to have a road-line prepared that has good alignment, complete overpass and where one can clear more exits than in the current zoning plan, as well as to minimise the need to work on or close to the existing road.

The tenderer must be a legally established company or consist of a group of suppliers who are legally established companies.

The requirement also applies to businesses (sub-contractors) that the tenderer relies on, cf. point 4.

Documentation requirement:

1) Certificate from the register of business enterprises, or equivalent certificate of legal registration in the country where the tenderer, or the companies that together make up the tenderer, cf. point 4.2, is/are established, as well as for all supporting companies, cf. point 4.1.

2) Completed table in chapter E1 point 2.1 and possibly point 2.3.

Tenderers must present a tax and VAT certificate with their tender issued by a competent body in the tenderer's home country or the country where the tenderer is established, which demonstrates that the tenderer has fulfilled their obligations to pay taxes, duties and social security contributions prior to any contract signing.

Norwegian tenderers can order the certificate via the Norwegian Tax Authority's website, www.skatteetaten.no.

The certificate must not be older than 6 months when it is presented upon request.

Tenderers must be certified or is in the process of being certified in accordance with ISO 9001 (2015) with relevance to comparable public transport projects.

1) Certificate issued by independent bodies, documenting that the tenderer is certified in accordance with ISO 9001 (2015). The independent body must be accredited by Norwegian Accreditation or an equivalent body in another EEA state.

2) If the tenderer is not certified, documentation must be provided by an independent body substantiating that the tenderer is in a certification process. The independent body must be accredited by Norwegian Accreditation or an equivalent body in another EEA state. The documentation must show that the process will be initiated minimum 3 months prior to the tender deadline.

3) If a tenderer uses other companies to fulfil the requirement, the tenderer must also account for how the environmental management system of the supporting entity will specifically be incorporated in the relevant contract.

Økonomisk og finansiell stilling:

1) The tenderer's annual financial statements annual report and audit report for the last 3 years and any newer information (quarterly accounts) that are of significance to the tenderer's accounting figures.

2) A brief statement regarding information on the economic conditions or losses that are not documented other places, and that are required to be documented in accordance with Norwegian and/or international accounting standards.

3) An overview of any newly implemented, ongoing or impending tax or public reviews of the tenderer’s business.

4) An overview of any significant incidents that have occurred after the most recently audited financial statements are issued.

If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting any other document that is relevant to the fiscal figures/economy and that the contracting authority deems suitable. Tenderers must substantiate why they can’t present the documentation required by the contracting authority.

Minste nivå(er) av standarder:

1) Tenderers must have good economic and financial capacity to complete the contract.

2) The tenderer must have an equity ratio of at least 10 %. Where the supplier is a partnership of suppliers, cf. clause 4.2, this requirement applies to each individual participant in the partnership.

3) Average annual turnover during the last 3 years must be a minimum of NOK 150 million.

Teknisk og faglig kapasitet:

1) A list of up to five but no less than three contracts that the tenderer has implemented or is implementing during the last 5 years, calculated from the submission deadline for participation in the competition.

The list will contain the following for each of the contracts, which are entered in tables in chapter E1 point 3.1:

(a) tenderer's name;

(b) name of the recipient (contracting authority);

(d) description of what the contract work included, including relevance for the qualification requirements, points 1-3.

D) What works were carried out by the tenderer and what works were carried out by sub-contractors (contract facilitators).

(f) dates of delivery;

(g) contract value excluding VAT;

(h) reference person/contact person at the contracting authority with contact information (telephone number and email address) and a statement of the person in question's role in the contract. The tenderer is responsible for the reference person being accessible and providing a reference if the contracting authority requests reference statements.

The qualification requirement is to be documented through the list described above in point 2.4.1.

1) description of the tenderer's system for SHA;

2) table of contents of the system;

3) documentation of audits for recent years, with confirmation from the person/persons who have carried out the audits.

1) overview of H1 value for the tenderer and key contract facilitators during the last three years, included in the table in chapter E1 point 4;

2) if the H1 value is higher than ten, the tenderer will:

(a) report on the development trend for the H1 value and possibly the F value, which will express the seriousness in any high H1 value. The report must be included in the table in chapter E1 point 4;

(b) report on whether improvement measures have been implemented, and if so, also documentation of the effect of these measures. The report must be included in the table in chapter E1 point 4;

1) certificate issued by independent bodies, documenting that the tenderer is certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management), eco-lighthouse. The independent body must be accredited by Norwegian Accreditation or an equivalent body in another EEA state;

2) if the tenderer is not certified, documentation must be provided by an independent body substantiating that the tenderer is in a certification process. The independent body must be accredited by Norwegian Accreditation or an equivalent body in another EEA state. The documentation must show that the process will be initiated minimum 3 months prior to the tender deadline;

3) if a tenderer uses other companies to fulfil the requirement, the tenderer must also account for how the environmental management system of the supporting entity will specifically be incorporated in the relevant contract.

Minste nivå(er) av standarder:

The tenderer must have good experience from the implementation of infrastructure projects with works of an equivalent nature and degree of difficulty as the relevant contract, including the following main disciplines.

1) general road construction;

2) blasting works;

3) planning and the engineering design of the road construction.

NPRA and other builders' experiences with the tenderer will be appraised.

Tenderers are required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.

Conditions that will be evaluated are connected to i.a.:

• documentation of completed quality;

• fulfilment of contracts;

• compliance with provisions and procedures for HSE;

• compliance with provisions for wages and working conditions;

• observance of deadlines;

• use of apprentices.

The contracting authority has the right to give weight to any of their own or other contracting authorities experiences beyond the given references, positive and negative, with the tenderer and any of the cooperating companies, cf. point 4, of relevance to assessing how the tenderer can qualify and be selected.

Tenderers must have a system showing that they work pro-actively to ensure safety, health and working environment (SHA), with relevance for equivalent work to that included in this contest. The system will be subject to periodic review.

The tenderer and their central contract facilitators should have an average H1 value less than 10 for the last 3 years.

The requirement applies to each individual entity. If a tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants in the partnership.

If the H1 score is higher than 10, an account must be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value.

The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 10 raised to 6.

Tenderers must be certified or is in the process of being certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management), or the Eco-Lighthouse certification scheme, with relevance to equivalent public transport projects.

The contracting authority will select three tenderer who will be invited to participate in a competitive dialogue and submit tender tenders, cf. the tender documentation chapter B3.

The selection will be based on the contracting authority’s evaluation of which of the qualified tenderers best fulfils the following selection criteria:

• The tenderer's experience from equivalent works, cf. qualification requirement point 2.4.1.

The assessment will be based on the documentation for equivalent qualification requirements, cf. point 2.4.1.
