Solavåg.
The existing quay, ramp and bridge is in bad condition and cannot be used by new electric vessels. We have chosen to construct a new, slightly angled quay next to the old quay. Ferries can operate as normal from the old quay during the construction period. There will be a sea filling to expand the land area and new lanes for waiting traffic must be constructed. The old quay is to be demolished after the new quay has been completed (option).
Festøy (Option).
The existing concrete structure at the B-quay is in poor condition. Everything concrete must be demolished and replaced by new constructions. Ferries will operate from the A-quay during the construction period and in the future. The B-quay will be a mooring quay/reserve quay. Festøy will be included in the contract as an option. There is another option for extending the pier.

Qualification requirement:
Tenderers must be a legally established company or group of such companies. The requirement also applies to any subcontractors. C.f. point 4.
Documentation requirement:
1) certificate from the register of business enterprises or equivalent certificate of legal registration in the country where the tenderer, or the companies that together make up the tenderer, cf. point 4.2, is/are established, as well as for all supporting companies, cf. point 4.1;

2) completion of the table given in chapter E2, point 3.1. possibly point 3.4.
With the tender offer, tenderers shall present a tax and VAT certificate issued by a competent body in the tenderer's home country or the country where the tenderer is established, which demonstrates that the tenderer has fulfilled their obligations to pay taxes, duties and social security contributions prior to any contract signing.

Tenderers must be certified or is in the process of being certified in accordance with ISO 9001 (2015) with relevance to comparable public transport projects.
Documentation requirement
1) Certificate issued by independent bodies, documenting that the tenderer is certified in accordance with ISO 9001 (2015). The independent body must be accredited by Norwegian Accreditation or an equivalent body in another EEA state.
2) If the tenderer is not certified, documentation must be provided by an independent body substantiating that the tenderer is in a certification process. The independent body must be accredited by Norwegian Accreditation or an equivalent body in another EEA state. The documentation must show that the process will be initiated minimum 3 months prior to the tender deadline.

3) If a tenderer uses other companies to fulfil the requirement, the tenderer must also account for how the environmental management system of the supporting entity will specifically be incorporated in the relevant contract.
Økonomisk og finansiell stilling:
1) The tenderer's annual financial statements, annual report and audit report for the last 3 years and recent information (quarterly accounts) which is of importance to the tenderer's fiscal figures.
2) A brief statement regarding information on the economic conditions or losses that are not documented other places and that are required to be documented in accordance with Norwegian and/or international accounting standards.
3) An overview of any newly performed, ongoing or impending tax or public reviews of the tenderer’s business.
4) An overview of any significant incidents that have occurred after the most recently audited financial statements are issued.
If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting any other document that is relevant to the fiscal figures/economy and that the contracting authority deems suitable. The tenderer shall substantiate why he can’t present the documentation required by the contracting authority.

Minste nivå(er) av standarder:
1) Tenderers must have good economic and financial capacity to complete the contract.
2) Tenderers must have an equity ratio of at least 10 %.
3) Average annual turnover for the last 3 years must as a minimum be equivalent to the annual turnover of the contract.
Teknisk og faglig kapasitet:
A list of up to five but no less than three contracts that the tenderer has carried out or is carrying out in the last 5 years, calculated from the tender deadline. The list shall, c.f. the form included in chapter E, include the following for each of the contracts:

• name of the recipient (contracting authority),
• description of what the contract work included, including its relevance for the qualification requirements, points 1 and 2,
• description of works that were carried out by the tenderer himself and a description of works that were carried out by subcontractors (contract facilitators),
• the date of the assignment,
• the value of the contract,
• reference person/contact person at the contracting authority with contact information (telephone number and email address) and a statement of the person’s role at the contracting authority during the contract. The tenderer is responsible for ensuring that the reference person is available and will provide a reference.

The qualification requirement is to be documented through the list described above in point 2.4.1.
1) Description of the tenderer's system for SHA.
2) Table of contents of the system.
3) Documentation of audits for recent years, with confirmation from the person/persons who have carried out the audits.
(a) Overview of the H1 value for the company and central contract workers in the last 3 years.
(b) If the H1-value is higher than 15, an account shall be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value. Furthermore, a report shall be enclosed on whether improvement measures are implemented and if so, also documentation on the effectiveness of these.

Minste nivå(er) av standarder:
Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following works:
1) quay construction
2) steel work
3) dredging
4) piling
5) demolition.
Tenderers must themselves have experience from the execution of the work mentioned in points 1 to 5 above. It is not sufficient if a tenderer only has experience from managing subsuppliers' execution. If a tenderer only has experience from managing subsuppliers, the tenderer must rely on other companies that have the required experience from the execution of the work in question, see B2, point 4.1.

NPRA and other builders' experiences with the tenderer will be appraised.
Tenderers are required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.
Conditions that will be evaluated are connected to i.a.:
• documentation of completed quality;
• fulfilment of contracts;
• compliance with provisions and procedures for HSE;
• compliance with provisions for wages and working conditions;
• observance of deadlines;
• follow up during the warranty/claims period;
• use of apprentices.
Tenderers must have a system that show that they works proactively to ensure safety, health and working environment (SHA), with relevance for equivalent work to that included in this contest. The system will be subject to periodic review.
The tenderer and their central contractual partners should have an average H1 value lower than 15 for the last 3 years.
If the H1-value is higher than 15, an account must be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value.
If a tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants.
The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 10 raised to 6.
Tenderers must be certified or is in the process of being certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management) or the Eco-Lighthouse certification scheme, with relevance to equivalent public transport projects.
