Approx. 3.7 km of road is to be established, of which approx. 1 km will be in a tunnel on the stretch Myrmel – Lunde. Short stretches with a road worthy foot and cycle path, two bus stops, two junctions, as well as municipal and private connecting roads are to be established for the new E39. The entire road must have a new frost protection layer and a new superstructure. The tunnel is to be constructed with tunnel profile T 9.5 in tunnel class B. The tunnel will go under buildings in the hamlet of Myrmel, whilst the open air road will mainly follow the current line.

The traffic on the road stretch has an annual daily traffic count of approx. 3 200, with 16 % heavy traffic. The traffic flow over the course of 24 hours is characterised by commuter traffic. The road must be open for traffic throughout the entire construction period in accordance with the current hand books. If there is a deficit of matter, the contractor will be responsible for obtaining further matter that is certified for road purposes. The contract has strict requirements for preserving the surrounding environment. The road borders a nature reserve in the north, and the water system is otherwise protected.

Tenderers must be a legally established company or consist of a group of suppliers who are legally established companies. The requirement also applies to entities that the tenderer relies on, cf. point 4 documentation requirements:
1) certificate from the register of business enterprises, or equivalent certificate of legal registration in the country where the tenderer, or the companies that together make up the tenderer, cf. point 4.2, is/are established, as well as for all supporting companies, cf. point 4.1.

Økonomisk og finansiell stilling:
Tenderers must have good economic and financial capacity to complete the contract. Tenderers must have an equity ratio of at least 10 %. The average annual turnover for the last 3 years must, as a minimum, be equivalent to the annual turnover of the contract.

Teknisk og faglig kapasitet:
Tenderers must have sufficient experience of a relevant nature and degree of difficulty as what is included in the actual contract. The main disciplines in the actual contract's assignment are:
• model based engineering design services for multi-disciplinary construction sites;
• road construction;
• tunnel construction by blasting;
• electrical installations including SRO in a tunnel NPRA and other builders' experiences with the tenderer will be appraised tenderers must have a system showing that they work pro-actively to ensure safety, health and working environment (SHA), with relevance for equivalent work to that included in this contest. The system will be subject to periodic review.
