The project is a part of E18 Vestkorridoren (the West Corridor). The project includes preparations for the consequent contract and involves facilitation for construction of the final E18 between Fornebukrysset and Strand in Bærum kommune (Bærum Municipality). E18 will, amongst other things, be moved to the side in order to provide space for construction of future roadway, local roads, bridges, culverts, ramps, tunnels, etc. The following paramount works are included: ground works and mass handling, demolition and clearing of buildings, reconstruct and renew technical infrastructure in the ground, geotechnical securing and reinforcement (sheet piling — lime cement stabilisation — vertical drainage), new surface water route with settling basin and surface water culvert, foundations with and without steel core piles, controlled drilling, construction of permanent and provisional bridges, construction of interim 3 + 3 lane E18, construction of local roads, etc.

The traffic on the stretch of road has an average annual daily traffic of approx. 90 000. The road must be open for traffic throughout the entire construction period in accordance with the current hand books. The construction will take place in an area with heavy traffic load. There are intersecting routes for bicycle riders and school students. If there is mass surplus, it is the contractor's responsibility to acquire a suitable location for removal. The contract has strict requirements for preserving the surrounding environment. The facility borders Holtekilen with a nearby nature reserve and treatment of the site water is required.

The tenderer must be a legally established company or consist of a group of suppliers who are legally established companies. Documentation requirement:
1) Certificate from the Register of Business Enterprises, or equivalent certificate of legal registration in the country where the tenderer, or the companies that together are the tenderer, cf. point 4.2, are established, as well as for all supporting companies, cf. point 4.1.2. Completed table in chapter E1 point 3.

Økonomisk og finansiell stilling:
1) Tenderers must have good economic and financial capacity to complete the contract.
2) Tenderers must have an equity ratio of at least 10 %.
3) Average annual turnover from the last 3 years must as a minimum equal the annual turnover of the contract, NOK 600 million excluding VAT.

Teknisk og faglig kapasitet:
The tenderer must have equivalent and sufficient experience from projects of a relevant nature and degree of difficulty from the following works:
1) the main disciplines included in the assignment: road construction, ground works, mass handling, demolition and clearing works, reconstruction of technical infrastructure;
2) sub-assignments of significance for the contract work: works in dense areas and works along and by roads with high traffic.
The tenderer must have experience from the execution of the works, it is not sufficient that the tenderer only has experience from managing the subcontractors’ execution. If the tenderer only has experience from managing subcontractors, the tenderer must rely on other companies that have the necessary experience from execution of the relevant works, see more detailed information in B2 point 4.1.

Documentation Requirement: a list of up to five and no less than three contracts that the tenderer has carried out or is in the process of carrying out, during the last 5 years from the tender deadline. NPRA and other builders' experiences with the tenderer will be appraised. The implementation ability, i.e. manpower and capacity, as well as competence and experience of the key personnel will be assessed. The tenderer must have a system showing that they work pro-actively to ensure safety, health and working environment (SHA), with relevance for equivalent works to those included in this contest. The system will be subject to periodic review. The tenderer and their central contract facilitators should have an average H1 value lower than 10 for the last 3 years. The tenderer must be certified or in the process of certification in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management), or Eco-Lighthouse, with relevance to equivalent transport projects. Tenderers must be certified or is in the process of certification in accordance with ISO 9001 (2015), with relevance to comparable transport projects.
