Beskrivelse av opsjoner:

Option 1 Avtjerna: Concerns an established site access from the existing E16 for the joint project Ringeriksbanen/E16 by Avtjerna. See Chapter D for a description of the work.

Option 2: Concerns the demolition and removal of the dam for Bjørum sag, dam to the north of Isievla bridges.

Includes the removal of matter from the dam and commissioning a new river course.

Økonomisk og finansiell stilling:

1) Tenderers must have good economic and financial capacity to complete the contract;

2) Tenderers must have equity of minimum 500 000 000 NOK;

3) Tenderers must have an equity ratio of at least 15 %;

4) An average annual turnover of minimum NOK 2000 million, for the 3 previous financial years.

Documentation requirement: comprises, amongst other things, the annual accounts and statement.

Teknisk og faglig kapasitet:

1) Tenderers must have good experience from the execution of transport projects, with work of an equivalent nature and degree of difficulty as that in this contract;

2) Tenderers must have good experience from engineering design services for road projects, with work of an equivalent nature and degree of difficulty as that in this contract. Hereunder:

— model based engineering design services for multi-disciplinary installations that include road tunnels, bridge constructions and road installations, with at least one contract that involved engineering design services having a contract value of minimum 700 000 000 NOK excluding VAT,

— engineering design services for automation installations for motorway tunnels.

3) Tenderers must have good capacity for engineering design services for road projects, with work of an equivalent nature and degree of difficulty as that in this contract;

4) Tenderers must have a system that show that they work proactively to ensure safety, health and working environment (SHA), with relevance for equivalent work to that included in this contest. The system will be subject to periodic review;

5) Tenderers and their central contract facilitators ought to have an average H1 value lower than 10 for the last 3 years.

The requirement applies to each individual entity. If a tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants in the partnership.

If the H1 score is higher than 10, an account must be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value.

The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 106.

6) Tenderers must have a good and well-functioning environmental management system based on the EU scheme for environmental management and environmental audits (EMAS), other recognised environmental management systems in the regulation (EF) No 1221/2009 article 45, (e.g., Environmental Lighthouse Scheme), or other environmental management standards that are based on relevant European or international standards from accredited bodies, e.g., ISO 14001;

7) Tenderers must have a good and well-functioning quality assurance system based on ISO 9001 (2015), or equivalent relevant European standard series certified by accredited bodies.

Documentation requirement: comprises, amongst other things, a description of reference projects and certificates.
