The project includes the renovation of Vågslid tunnel (1 643 m), Haukeli tunnel (5 692 m) and Svandalsflona avalanche cover (520 m) on the E134 in VInje and Odda Municipalities. The work is to be carried out in order to increase the safety for road users, so that the tunnels are upgraded to be in accordance with the requirements in the tunnel safety regulations and the electro regulations.

Økonomisk og finansiell stilling:

Tenderers must have good economic and financial capacity to fulfil the contract and must fulfil the following requirements:

An average annual turnover of minimum 250 000 000 NOK for the last 3 financial years.

Tenderers shall have an equity ratio of at least 10 %.

Teknisk og faglig kapasitet:

Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following works:

The main disciplines included in the assignment:

1) Tunnel work blasting, rock protection and water and frost protection;

2) Concrete work;

3) Tunnel-electro. Electro and CRM in tunnels.

Tenderers are required to refer to references for relevant contracts that they themselves have carried out in a satisfactory manner.

The contract must be sufficiently staffed and the tenderer must have the capacity and ability to deal with unforeseen circumstances in the contract.

Technical and professional competence and relevant experience is required of the key personnel who will be used for this assignment.

Health, safety and environment (HSE) and quality.

Tenderers must have a system that shows that they work proactively to take care of safety, health and working environment (SHA), with relevance for equivalent work as that included in this competition. The system will be subject to periodic review.

Accident frequency (H1-value)

Tenderers and their central contract facilitators ought to have an average H1 value lower than 10 for the last 3 years.

Outer environment

Tenderers must be certified in accordance with ISO 14001 (2015), EMAS (EU Eco-management and Audit Scheme for environmental management) or the Eco-lighthouse certification scheme, with relevance to equivalent public transport projects.

Quality assurance

Tenderers must be certified in accordance with ISO 9001 (2015) with relevance to comparable public transport projects.
