Background
Diskos is a database administered by the Norwegian Petroleum Directorate (OD) that is used by oil companies (Diskos members) for the storage, access, trade and distribution of seismic, well and production data. The Petroleum Act requires that companies that operate on the Norwegian continental shelf report seismic, well and production data to the authorities. This is done by reporting data to the Diskos national data register. Diskos also consists of a trade module that is used to trade and exchange well and seismic data that is in Diskos between Diskos members.

The Diskos 2.0 procurements.
Diskos 2.0 would like 1 contractor for the seismic, well and production modules for data storage and functionality (this procurement) and 1 contractor for the trade module (separate procurement).
Diskos 2.0 — the seismic, well and production modules.
This procurement is split between 2 contracts; 1 for the implementation phase (Difi SSA-T) and 1 for the operational phase (Difi SSA-L). The length of the SSA-L contracts, (after the implementation phase is regulated in the SSA-T contract) will be up to 5 years. The contracting authority will have an option for an extension of SSA-L for up to 3 years.

The Diskos 2.0 procurement will contribute to maximising the value creation on the Norwegian continental shelf for Norwegian society, through efficient and responsible resource administration. The aim is to cover all the necessary functionality for Diskos 2.0, the seismic, well and production modules through a contractor who is responsible for his sub-suppliers and third party suppliers (if relevant).

The most important goals for the Diskos 2.0, seismic, well and production module are to:
— save all data in Diskos in a secure data centre,
— implement a system with better functionality and capacity that what the current system has, as well as take care of or improve the efficiency of the activities that are carried out in Diskos,
— ensure ongoing services in the current functionality during the transition to the new system,
— ensure high-quality in the reported data through quality controls,
— be adaptable to changes in the reporting requirements for seismic, well and production data and prepared for receiving, saving and access to new types of data linked to other information carriers,
— prepared so that Diskos members can have access to and options for further processing where the data is saved, in order to reduce the need for uploading data from the Diskos 2.0 data centre,
— give Diskos users the necessary functionality and data for facilitating access to third party services through APIs,
— interact with the Diskos 2.0 trade module through APIs.

The first contract period after the establishment phase will be 5 years, with an option for the contracting authority to extend the SSA-L contract for up to a further 3 years in total. The contracting authority can extend for periods of 3, 2 or 1 year at a time.

Tenderers must be a legally established company. Necessary documentation before an award of contract: a certificate of company registration or equivalent proof of registration in a company register, professional register, or a trade register in the country where the tenderer is established.

Minste nivå(er) av standarder:
Tenderers must have all their affairs in order with the government tax authorities. Necessary documentation before an award of contract: VAT certificate and tax certificate from the Norwegian Tax Authority. Foreign tenderers must submit certificates from equivalent authorities in the country where the tenderer is established. The documentation must not be older than 6 months old at the deadline for submitting a request for participation in the competition.

Tenderers must have an economic and financial position that enables them to fulfil their contractual obligations throughout the entire contract period. The following financial ratio for the company from the last 3 years must be given in annex B:
1) Current assets;
2) Cash flow.
Necessary documentation before an award of contract: the tenderer's annual report from the previous year, including the accounts (income statement, balance and cash flow statement), notes and the auditor's comments, from the Brønnøysund Register Centre, or equivalent register in the country where the tenderer is established and all recent information that is of relevance for the tenderer's accounts. The contracting authority reserves the right to obtain information from the company's own homepage or other relevant sources related to the company's financial status, including a credit rating.

Teknisk og faglig kapasitet:
Tenderers must have sufficient relevant experience from similar deliveries, including handling similar types of data that is saved in Diskos. Tenderers must fill in annex C and annex E, see the instructions to tenderer — document, point 4.2.3, table 5: technical and professional qualification requirements. A reference to annex C is sufficient for this point. Tenderers must, in addition, fill in the template in annex E. Tenderers must also take points 3.1 and 3.2 in the ITT document into consideration in their response to this qualification requirement. The contracting authority will emphasise experience from the oil and gas sector.

Necessary documentation that must be included in annex E: a description of the tenderer's 3 most relevant deliveries in the last 3 years. The following must be specified for each of the deliveries: customer name (the name and contact information for a contact person must be attached), length of the delivery (from-to), business area/process/types of data/scope of delivery (value of the deliveries and scope (number of FTE) of development/configuration/integration), the tenderer's role/responsibility (potential risk connected to split responsibility between the supplier and 1 versus many sub-suppliers will be emphasised, cf. point 2.1 that states that the Diskos 2.0 contracts in this procurement will be signed with 1 supplier), delivery method (waterfall/iterative/flexible, etc.), key technologies, ICT operational model (cloud services, etc.), description of deliveries, challenges, success factors and value for the customer (maximum 1 page for this point).

Tenderers must have the organisational capacity to fulfil the contract (i.e. sufficient staffing and necessary competence).

A short description of the tenderer's organisation and organisation units that are relevant for fulfilment of the contract. The description must be detailed enough so that the contracting authority can assess the organisational capacity. Tenderers must fill in how many resources (total number) they have that are relevant for scope of the procurement.

Tenderers must have an established quality assurance system. Tenderers must fill in Annex C, see the instructions to tenderer — document, point 4.2.3, table 5: technical and professional qualification requirements. A short description (free text) must be given of the tenderer's total quality assurance system, which part of the organisation the quality assurance system applies to and how it will deal with the implementation of this contract. Furthermore, tenderers must submit a copy of certificates, (e.g. ISO 9001), or documentation of equivalent quality measures that are relevant for the implementation of the contract. The description must be detailed enough so that the contracting authority can assess the quality assurance system; maximum 3 pages excluding the certificate.
