This competition concerns a contract for the delivery of a system for digital work environment mapping for Statens arbeidsmiljøinstitutt (STAMI) [the National Institute of Occupational Health (STAMI).
STAMI is the national research institute and competence body for the working environment and occupation health sector in Norway.
STAMI has recently been strengthened through a national work environment initiative that has been implemented through the new IA agreement 2020-2023 and will contribute to an even better knowledge base for work environment work in Norway. STAMI is also responsible for monitoring the working environment in Norway though the initiative National Monitoring of the Working Environment and Occupation Health (NOA). STAMI also implement working environment mapping i.a. In government businesses for research purposes and has long experience with developing research-based questionnaires for this type of data. Until now, such mappings have been resource-demanding for the institute, as the system for collection of data has been greatly dependent on manual labour.

STAMI will establish a new system for digital collection of working environment data (DAK), where researchers can prepare and implement questionnaire surveys. The system will be used for both one-off surveys and recurring diary surveys, as well as storing the responses to research-oriented work.

STAMI envisages a cloud-based system, where the aim is that the first version of the system is ready for use from 1 December 2020. STAMI envisages a step-by-step implementation of DAK from the first production data and throughout 2021.
Initially, STAMI wants a standard system with adaptations/configurations. A part of DAK will be used for standard ‘employee surveys’ (MU). This system will make it possible to manage employee surveys to multiple government businesses via a self-service system is included in the technical solution. MU must be able to be ordered from the Norwegian Government Agency for Financial Management's ‘Employer Portal’. The objective is to offer this part of the system to government businesses that want to implement employee surveys themselves. This will be implemented through a third party system that STAMI intends to develop in-house (AIP). AIP will receive orders from the individual government businesses, collect consent from the respondents and start a standard survey in DAK. This means that DAK must have API to make this possible.

Tenderers must coordinate any subsuppliers themselves, so that tenders are submitted for a comprehensive DAK system.

A draft of the tender documentation is attached to this qualification documentation. The contracting authority reserves the right to make smaller, unsubstantial alterations of the documentation prior to inviting the tenderers to submit tenders.
Lots/groups
Tenders cannot be submitted for parts of the assignment and alternative tenders are not allowed. The contracting authority has considered dividing the assignment in accordance with PPR §19-4, but has decided that it is not appropriate for this procurement. The contracting authority retains the right to accept all or parts of a tender. A contract will be signed with one tenderer.

Vilkår for deltakelse
Økonomisk og finansiell stilling:
(ESPD: Part II A.e) Certificates for Tax and VAT.
Tenderers must have their tax and VAT payments in order.
Documentation requirement: requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met their obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has their headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, previously RF-1244) in accordance with the legislation in the country. The certificate must not be more than 6 months old.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contract the tender submission deadline, for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, enclose the certificate voluntarily if you want.

Requirements regarding the tenderer's economic and financial standing: the financial capacity to fulfil the contract is required.
Documentation: the contracting authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). Tenderers are asked to submit other information they believe is relevant. The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.
