Lillesand Kommune [Lillesand Municipality] wants to enter into a framework agreement with one supplier for bulk deliveries of diesel and petrol to Lillesand Marina.
The procurement involves the delivery of:
• duty-free diesel to Lillesand Marina,
• petrol to Lillesand Marina,
• duty-free diesel to diesel tanks at Fyresmoen.
Some of the fuel will be used by Lillesand Municipality, while the majority goes to commercial resale to boats at the marina.

In summer one must expect a relatively large turnover volume in a short period of time, so the supplier must have a contingency plans that makes rapid delivery possible, also on the weekends.

Teknisk og faglig kapasitet:

Requirement:

— tenderers must have experience from comparable assignments;

— the tenderer must have quality management systems;

— tenderers must have a good environmental management system.

Documentation

— An overview of up to three of the tenderer's most relevant assignments during the last 3 years. The overview must contain a description of the delivery, including complexity, the role of the company, value, date and name of client. It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to competence in the personnel they have at their disposal and can use for this assignment, even if the experience was gained whilst the personnel carried out the service for another supplier. Please use Annex 5; Overview of relevant assignments.

— Description of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analyses and improvement. If a tenderer has valid ISO 9001 certification, this certificate will be accepted as documentation of fulfilment of the qualification requirement.

— A description of environmental measures implemented in the business.

If the tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

— The contract will contain requirements concerning wages and working conditions, documentation and sanctions in accordance with the regulations dated the 8 February 2008 No 112 regarding wages and work conditions in public contracts.

— Compliance with the ILO core conventions will be required in the contract. The contracting authority will follow-up compliance throughout the contract period.
