Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement No 1: The tenderer must be a legally established company.
Documentation Requirement No 1:
• Norwegian Tenderers: company registration certificate;
• Foreign Tenderers: confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Requirement No 2: The tenderer must have met their obligations regarding the payment of taxes and employer contributions
Documentation requirement No 2:
• Certificate from the tax collector (RF-1316).
• The certificate must not be more than 6 months old at the time of the deadline for submission of tender offers. Any arrears and other notes must be explained.
• Foreign companies must submit equivalent certificates demonstrating that they have their tax a duty payments in order.
Økonomisk og finansiell stilling:
Requirement No 1: Tenderers must have sufficient economic and financial capacity to fulfil the contract.
• Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement No 1:
• Economic and financial position must be documented by a credit rating of the company, not older than 6 months.
• The rating must be prepared by an independent organisation that normally offers company credit appraisals and the results must be evident from the documentation as a graded value (letters or figures, etc.) against a defined scale. The rating shall cover the financial development in the last 3 years.

Requirement No 1: The tenderer must have sufficient implementation ability demonstrating that the tenderer can fulfil the contract
Documentation requirement No 1: A brief, general description of the business must be given, including:
• an account of the company’s business concept and core competencies related to the scope of the delivery;
• an overview of the company’s history, organisation and ownership, as well as a description of the current business activities;
• a description of how the tenderer is organised for the execution of this contract, including a list of personnel that the tenderer can use to fulfil the contract as requested;
• a description of competence transfer to the customer before, during and after the project.
Requirement No 2: The tenderer must have good experience from similar deliveries, demonstrating that they can fulfil the contract.
Documentation Requirement No 2: A brief list of relevant deliveries/projects from the last 3 to 5 years.
As a minimum, the overview must contain:
• description of the delivery/project and the tenderer's role,
• implementation date of the delivery,
• the delivery/project complexity and scope (for example connected to copyright content, target groups, artistic quality),
• scope of the assignment in monetary amount,
• name and telephone number of the reference person at the contracting authority,
• the contracting authority must have the possibility of contacting the stated contact persons.
Requirement No 3: The tenderer must have good procedures and methods for quality assurance.
Documentation requirement: Documentation that includes a short description of the tenderer's methods and procedures for quality assurance.
• If a tenderer is certified in accordance with ISO 9001 or equivalent, it is sufficient to attach a copy of the valid certificate.
Requirement No 4: The tenderer must have an environmental management system that describes how the business implements, manages, measures and continually limits their environmental impact to ensure high quality environmental standards in the business.
