The Norwegian government has in accordance with the railway reform decided to introduce competitive bidding for the passenger rail traffic. This has opened the possibility for several passenger train operators in Norway. Currently, there is no common standard for estimating the number of passengers onboard, and the train operators are free to choose their own methodology for estimating the number of journeys. A study showed there will be a need to acquire a common statistical model for the sector. This is to ensure comparable and credible figures for passenger numbers to be used in revenue distribution, reporting and analysis of train services across train operators.

The purpose of the procurement is to find a provider to develop a solution to supply complete figures for the number of passengers onboard trains, and then operate and maintain this solution. One of the most important tasks for the solution is to ensure good quality passenger numbers to be used in income distribution. In addition, the solution should ensure:

— comparability: the same model and method for all operators,
— fairness: no bias between operators as there is no room, opportunity or incentive for interpretations,,
— credibility: an independent and competitively neutral part that provides the number of passengers.
To obtain the total number of passengers, a model must be developed to supplement the automatic passenger counting system with estimates, to ensure the best possible estimate of total passengers. the model shall estimate the number of passengers where data is missing.

To ensure that the quality of estimated numbers is maintained and improved during the period the provider is to operate the solution, the solution must be managed, maintained and further developed. The customer wants to establish a framework for how the Supplier can manage, operate and maintain the solution with the aim of providing estimated figures of the best possible quality and precision on.

The purpose of the procurement is to get a supplier able to develop a solution to deliver comprehensive figures for the number of passengers on the trains, and thereafter operate and maintain the solution. One of the primary assignments for the solution is to ensure good income distribution. In addition, the solution will secure:

— comparability: equal model and method for all operators,
— fairness: not unevenly distributed as there is no room, opportunity or incentives for interpretations,
— credibility: with independent and competition-neutral party compiling passenger numbers.
To obtain the total number of passengers, a model must be developed to supplement counts with estimates, to ensure the best possible picture of the total number of passengers. The model must estimate the passenger numbers where data is lacking.
In order for the quality of estimated figures to be maintained and improved during the period, the supplier must operate the solution and deliver passenger numbers, the solution must be managed, maintained and further developed. The client wants to establish a framework for how the supplier can be responsible for management, operation and maintenance of the solution with the aim of the best possible quality and precision of estimated figures.
