The contracting authority needs to enter into a framework agreement with one provider for the delivery of TV signals. For the older buildings, the TV signals are distributed internally in the building via a coaxial cables. For the newer and later renovated buildings the TV signals are distributed via IP. Some of the buildings distribute signals via coax cables and IP.
There are currently approx. 650 TVs that receive signals via IP-TV, and approx. 1 060 TVs that receive coax cable signals.

Tenderers must be a legally established company
Documentation requirement:
Norwegian tenderers: Company Registration Certificate
Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Qualification requirement:
Tenderers must have the financial capacity to carry out the assignment.
Documentation requirement:
The company's last annual financial statement including notes, the board's annual reports and audit reports, including new information of relevance to the company's accounting figures.
Good solidity
Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures.
The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
Tax certificate for tax and VAT respectively, not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Teknisk og faglig kapasitet:
Qualification requirement:
Good implementation ability is required.
Documentation requirement:
A description of the tenderer's technical personnel or technical units the tenderer has at their disposal to fulfil the contract, regardless of whether they belong to the company or not.
A statement of the tenderer's average workforce and the number of employees in the administrative management during the last 3 years.
The tenderer is required to have relevant experience from equivalent assignments.
The company's most important deliveries (not older than 3 years), including their value, dates, recipients/contracting authorities. References must be given, and the contracting authority given authority to collect references. When a reference person is contacted, it will be written in the minutes.
