Bergen Municipality has taken over the old teacher college in Landåssvingen 15, Cadastral No 161 title No 699,702 and 706.

The Landåssvingen 15 project — renovation and alterations, mainly consists of alterations to and a complete renovation of the existing buildings. The project must be carried out as a passive house project, and the technical standard must be close to the zero emission level requirements. The building will house the City Council for Culture, Diversity and Gender Equality c/o the Agency for including its activities including the Agency office, the Introduction Centre and teaching areas for adult education. (the current Nygård School). In addition, co-use has been agreed with the Sports Department for the building's sports areas.

The area comprises an existing zoning plan 11180000 from 1963 and there is no need for rezoning due to identical purpose.

The existing building is from 1963 with an addition from 1995 and is made of concrete, and original brick and slab structures. The building also includes glass and steel structures.

The building mass, divided into respectively wing A, B, C, D, E and F totals approx. 18 300 m

The company must have satisfactory finances to carry out the assignment.

1) Tenderers must have experience from relevant assignments. Relevant assignments means assignments of the same complexity/degree of difficulty and scope/size. The company must have implemented assignments with either new construction or main reconstruction (in accordance with the Planning and Building Act) and have experience as a turnkey contractor.

A main reconstruction will take place if civil engineering assessments find that the measure represents such a major change that the building would essentially appear renewed.

A pure addition to an existing unchanged building is not defined as a main reconstruction, but as a new construction.

2) The contracting authority requires that all tenderers have implemented a satisfactory quality system in order to ensure the quality of the implementation of this contract (point D). System for quality assurance and environmental standard.
