The purpose is to carry out a contribution financed research project regarding the Sami parliamentary election 2021 that:
— analyses the conditions for, the function of, and the challenges for a democratic election system of and by the Sami people in Norway (the Sami Parliament);
— develops Sami election research competence where emphasis is on Sami cultural and linguistic conditions.
The contract period is from commencement in spring 2021 to completion and final report in December 2024.

Kort beskrivelse:
The first research on the Sami parliamentary election took place for the election in 2009 of the cooperating partners Samisk høgskole (Sami University College), Institutt for samfunnsforskning (the Norwegian Institute for Social Research) and Norut Alta. The election research project for the 2009 election was financed by the Research Council of Norway's Sami program and the Ministry of Government Administration, Reform and Church Affairs. The 2013 Sami Parliamentary Election Survey was performed by the Sami University College in cooperate with the Institute for Social Research and Norut Alta, and financed by the Sami Parliament primarily after special allocations over the Ministry of Local Government and Modernisation's budget. The 2017 Sami Parliamentary Election Survey was carried out by the Institute for Social Research in cooperation with Bergen University, Oslo University and the Sami University College and continued earlier surveys which looked at election participation with registration in the electoral roll, cleavage voting, agenda and political trust.

Election research is repetitive and an important assignment is to capture changes among the voters over time. Politics is very much about changing and influences between voters, elected and political institutions.
This contract concerning a research project will include implementation of a voter survey, as a representative panel survey, at the 2021 Sami parliamentary election. Through the Sami parliamentary election survey, the Sami Parliament wants to contribute to:

— knowledge about conditions such as nomination processes, voter behaviour, development of lists and parties, election participation, political contentious issues and dividing lines, geographic differences, as well as institutional and democratic legitimacy and trust;

— knowledge for the general public debate that sets the Sami Parliament, the State, municipalities, organisations, electoral lists and parties etc. capable of activities that develop the Sami electoral democracy;
— knowledge used in education, information and further research.
The economic limit is up to NOK 3.2 divided over four budget years. The Sami parliament election survey is subject to the Sami Parliament allocating the necessary funds.
