The framework agreement must safeguard Medietilsynets f[the Norwegian Media Authority's] need for medical and journalist assistance within multiple of Mediatilsynet's management areas, specifically related to content analysis in connection with the management of the production grants for new and current affairs media and the development of the Mediemangfoldsregnskapet [Media Diversity Accounts].
The Norwegian Media Authority also wants to perform analysis of publications that are already in the scheme in order to ensure that these still fulfil the requirements set.
The Norwegian Media Authority is developing a new media diversity account, that will annually present the status and development within the three dimensions of sender, content and diversity of use.
The Norwegian Media Authority will use this tender competition to connect with one or two external actors who can assist the authority with developing analysis programs, registering content data and implementing analysis of Norwegian new and current affairs media.

The production subsidy is distributed annually based on the terms set in the Regulation for production subsidy for news and current affairs media. To quality to receive production subsidy, the publication must fulfil specific requirements concerning purpose and content. To assess whether applicants fulfil these requirements, content analysis must be performed. The Norwegian Media Authority also wants to perform analysis of publications that are already in the scheme in order to ensure that these still fulfil the requirements set. Content analysis for publication that is already in the support scheme will be carried out according to essential and risk assessment.

The Norwegian Media Authority is developing a new media diversity account, that will annually present the status and development within the three dimensions of sender, content and diversity of use. To get input about which content offer is actually offered in the market, there is a need to perform individual analyses, hereunder to map if there are thematic and/or geographic blindzones in the journalistic coverage. There can be both major quantitative ‘big data’ analyses and more limited quantitative content analysis.

The Norwegian Media Authority will, through this tender competition, connect with one or two external actors who can assist the authority with developing analysis register content data and implement analysis of Norwegian and current affairs media, both related to assessment and that must be done in connection with the production subsidy and related to the media diversity account. Other media assistance may be necessary if there are such needs.
