The assignment includes as a starting point all measures to the extent and at the intervals required to prevent the occurrence or habitation of pests, etc. on the customers' properties/facilities.

If the provider considers that alternative measures (e.g. poisonous bait) should be used in an area for controlling the occurrence of pests in an effective manner, a written recommendation from the provider must be presented and approved by the contracting authority prior to the execution of the alternative measure. The contracting authority therefore requests an option for the use of poisonous bait for pest control.

Vilkår for deltakelse
Økonomisk og finansiell stilling:

— Tax and VAT certificate: documentation requirement: Norwegian tenderers: tenderers must give consent in their tender to Tendsign for obtaining the information and the contracting authority will be getting the information on the above-mentioned via Tendsign. If a tenderer does not give consent, the tenderer must attach a tax and VAT certificate. The tax certificate(s) shall not be older than 6 months, from the tender deadline. Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.)

Foreign tenderers: tenderers who are not established in Norway must present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

— Credit Rating: documentation requirement: the contracting authority will implement an assessment of the tenderer's finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro. The contracting authority is not accepting credit ratings from other company and accounting information systems than Bisnode AS with the service CreditPro so that the tenderers can be assessed on equal terms. Tenderers can enclose other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide an accurate picture of the financial situation. Newly established companies: Newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company's financial and economic standing. This also applies to foreign tenderers.

Minste nivå(er) av standarder:

— Tax and VAT certificate: requirement: the tenderer must have settled conditions in relation to payment of tax, payroll tax and VAT, in accordance with the legislation.

— Credit rating: requirement: the financial capacity to implement the contract is required. A minimum requirement is that the tenderer is credit-worthy, score A in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the contract, based on the contracting authority’s assessment given in the submitted documentation from the tenderer. Newly established companies must have the financial capacity to implement the contract.

Teknisk og faglig kapasitet:

— quality management system: documentation requirement: a brief description must be enclosed of the general quality management system the tenderer will use as a basis for the implementation of the contract (max. one A4 page, a table of contents is not accepted) or a copy of a system certificate issued by an accredited certification body.

— experience: documentation requirement: tenderers must complete the attached Excel sheet 'Qualification Requirement — Experience', with two reference assignments demonstrating that the qualification requirement is met. For each reference assignment, information must be provided about the assignment's content, scope, value, date/duration, contracting authority, the contracting authority's contact person with e-mail address and telephone number. References will be contacted if necessary.

— pest control certificate: documentation requirement: the tenderer must submit a valid certificate from the National Ïnstitute of Public Health.

Minste nivå(er) av standarder:

— quality management system: requirement: a good and well-functioning quality assurance system is required for the services that are to be provided, e.g. ISO 9001 or equivalent.

— experience: requirement: the tenderer, or employees of the tenderer, are required to have experience from equivalent assignments during the previous 3 years. Equivalent assignments are in this context defined as assignments of equivalent scope, i.e. geographical area and contract value.

— pest control certificate: requirements: persons who are to execute pest control under this contract must have an approval from the National Institute of Public Health in accordance with the Pest Control Regulations, Chapter IV Approval of Pest Control, cf. §4-1 and §4-2.
