The Norwegian Food Safety Authority will enter into two contracts with one tenderer. One SSA-L and one SSA-R (with SSA-B as a call-off contract).

The Norwegian Food Safety Authority would like a headless CMS platform, which is well-established in the market and which has several tenderers that offer the same product. In addition, an assistance contract for the development of content for the offered platform.

All of the Norwegian Food Safety Authority's network systems are built on and managed by strategies and concepts that are 5-9 years old. It is time to revise these based on the Norwegian Food Safety Authority's strategy 2020-2025 and other guidelines that have changed or will change in the coming years. The Norwegian Food Safety Authority needs more coordinated and efficient management of the content on the network systems than what we currently have.

Services that cover the current relevant target groups:

— Intranet (for employees)

— mattilsynet.no (primarily for the industries)

— matportalen.no (primarily for consumers)

— matportalen.no/smilefjes (primarily for consumers)

— MatSvar (for employees in the telephone service).

The general goals of the Norwegian Food Safety Authority's external network services is to help entities and consumers to make well-informed choices, follow the rules, and do things correctly. In addition, we have a goal of increasing the target groups' knowledge on relevant themes connected to their needs, and to give them increased options for a dialogue with the Norwegian Food Safety Authority. The general aim of the internal network services is that the Norwegian Food Safety Authority's employees can share knowledge and culture in the best possible way, and, as far as is possible, operate as one team nationwide.

The tenderer's specific annual turnover must be equal to the contract value and in accordance with the number of financial years given in the information in the notice or the tender documents, for the following:

Requirement: Tenderers must have had a minimum of NOK 8 million in turnover within the areas of the requested contract services for a 12 month period in the last 3 months.

Documentation Requirement: Self-declaration with overview of requested turnover.

Tenderers have, in the reference period, carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to 3 years experience and can take experience from the period before the last 3 years into consideration.

The Norwegian Food Safety Authority has two technical and professional qualification requirements that tenderers must document as fulfilled in order to participate in the contest:

Requirement 1: tenderers must have experience with having succeeded with the delivery of a network system like the Norwegian Food Safety Authority requests. Documentation 1: Reference from a customer with contact information for verification.

Requirement 2: tenderers must have provided minimum 2 000 hours of assistance like the Norwegian Food Safety Authority requests to one or several similar customers to the Norwegian Food Safety Authority. Similar customers primarily means a customer with a network system that can be compared with the one the Norwegian Food Safety Authority requests. Documentation requirement: Name of the contracting authority and a description of relevant parts of the assignment (relevant to this requirement) and the name of a reference person with contact information for verification.

The competition has been cancelled.

The Norwegian Food Safety Authority has only received so-called unacceptable tender offers in this contest, see the Public Procurement Regulation § 13-2 letter e. All tenders in the contest are rejected subject to the Public Procurement Regulation § 24-8 first section letter b.

The contracting authority can cancel the contest when there is justifiable cause, cf. the Public Procurement Regulations § 25-4.
