The procured tool must be efficient for inhabitants with easy to moderate symptoms of:

1) Anxiety;

2) Depression;

3) Sleeping difficulties; and

4) Stress.

Inhabitants will use the tool with guidance from mainly 3 treatment groups:

1) Health/social care education at bachelor level, with further education in cognitive therapy;

2) Psychologists; and

3) GPs.

The tool must be registered and searchable in the tool catalogue on helsenorge.no

The tool will be used for a pilot in up to 20 municipalities. The tool will be tested for a 2 year period, with an option for the contracting authority for a further 1 year.

The contract will be valid from the date stated on the front page of the contract (commissioning date) and for 2 years from the date the system is approved by the contracting authority and made available for the contracting authority and in the 2 first pilot municipalities.

Egnethet til å utøve yrkesvirksomheten:

Requirement 1: tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirements:

Norwegian companies: company registration certificate;

Foreign tenderers: verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement 2: tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Documentation requirement: the requirement must be documented with a credit rating based on the last known fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable. If a legal applicant relies on another company's capacity to fulfil the requirement for economic and financial standing, this company must submit documentation as stated above, in addition to a signed commitment statement, which explicitly states that the company joint and severally guarantees for the execution of the contract.

Teknisk og faglig kapasitet:

Requirement 3: tenderers must have experience from comparable services. Comparable services means the delivery, development and operation of a digital tool for internet assisted treatment within mental health.

Documentation requirement: description of the tenderer's up to 3 most relevant contracts in the course of the last 3 years. The list must include a statement of the assignment's value, date and recipient (name, telephone number and email address). It is the tenderer's responsibility to confirm relevance through the description. The tenderer can document the experience of the personnel that may be used for this project, including experience that has been acquired while the personnel was in the service of another employer.

Requirement 4: tenderers must have an organisation that has capacity to execute in accordance with the contract. The capacity to execute means that tenderers must have good capacity and competence for delivery, maintenance and further development of the system.

Documentation requirement: overview of the tenderer's organisation with emphasis on organisation units that are relevant and the combined resources the tenderer has at their disposal. If the tenderer intends to use the capacity of other companies to fulfil the requirement, a signed commitment statement from them must be presented. There must be a specification of which resources (the number of employees as well as a statement of relevant competence/experience) belong to the tenderer and which belong to other companies.

Requirement 5: tenderers must have established satisfactory quality assurance methods.

Documentation requirement: a copy of a quality assurance certificate (ISO 9001/equivalent), issued by an accredited certification body must be presented. Alternatively, a description can be given of the tenderer's system for quality assurance as well as how it is implemented and managed internally.
