The objective of the call for tenders is to enter framework agreements for consultancy and engineering design services related to technical infrastructure for roads, water and sewage systems. Architectural services and other services that are naturally connected to the service areas are also included in the framework agreements.
The objective of the agreement is to secure certified quality services for the contracting authority for consulting engineering services when the contracting authority cannot cover the need with internal resources.
The contract value is estimated to be NOK 50 000 000 excluding VAT. The value is an estimate and is non-binding for the contracting authority. The need is uncertain. The volume will be dependent on i.a. the contracting authority's requirements, activities, budget and other framework factors.
The expected value for execution contracts for roads, water and sewage measures is NOK 120 000 000 excluding VAT.

The contracting authority refers to the current situation with the outbreak of the Corona virus (COVID-19). The tenderers must, as always when submitting tenders, take into account any conditions that will affect the tender. The Corona virus outbreak is no exception to this. If you see that the Corona virus outbreak has consequences for the implementation of the contract, you must describe these consequences in your tender. The contracting authority refers, for example, to the contract standards NS8401 and NS8402, point 9, which are relevant in this context.

Tenders cannot be submitted for parts of the assignment and alternative tenders are not allowed. The contracting authority has considered dividing up the assignment in accordance with PPR §19-4 but has decided that this is not suitable for this type of contract.

Framework agreement.
The procurement will be regulated by the attached framework agreement.
The contracting authority shall enter into an agreement with three or more tenderers, if a sufficient number of qualified tenderers submit tenders. The distribution of assignments (turnover) between the tenderers is shown in point 3.3.1 of the framework agreement.

Tax and VAT certificates
Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).
Documentation requirement: requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met their obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has their headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, previously RF-1244) in accordance with the legislation in the country. The certificate must not be more than 6 months old.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contract the tender submission deadline, for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, enclose the certificate voluntarily if you want.
