The objective of the call for tenders is to enter into a framework agreement related to project management assignments for strategic prioritised initiatives for properties. Historic examples of typical assignments are project management related to the introduction of a new system for passports and IDs, programme office for safeguarding objects, establishment of a reception project for a new stand-by centre and extended storage of confiscations.
The project manager is the contracting authority's daily representative for awarded projects with an initiative commitment for all necessary assignments included in the project.
The project manager must, in accordance with given credentials, ground, plan, organise, manage, and have the controlling responsibility for the total process, in such a way that goals and management parameters are met and achieved.
The basis for the contracting authority's projects is a project model based on the PRINCE2 foundation.
The project manager must also carry out additional assignments in accordance with further descriptions given in the tender documentation.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: Norwegian tenderers must have their tax, employer contribution and VAT payments in order.
Documentation requirement: completed Annex G Full authority, expanded tax certificate including a colour copy of of the signer's ID, ref point 6.4.1.1
Norwegian tenderers who are not VAT obliged must provide confirmation of this from the Norwegian tax authorities.
Requirement: tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement: Norwegian companies: company registration certificate
Foreign tenderers: verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: tenderers must have sufficient economic and financial capacity to carry out the assignments that are awarded under the framework agreement.
Documentation requirement: a credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.
Tenderers must present the annual accounts for the last 2 years, with the board's annual reports and the auditor's reports.
The contracting authority reserves the right to obtain credit rating information independently to the documentation submitted by the tenderer.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
Teknisk og faglig kapasitet:
Requirement: tenderers must have experience from comparable assignments related to the delivery.
Documentation requirement: tenderers must state a minimum of 3 and up to the 5 of the most relevant deliveries in the last 5 years in Annex B, Reference list.
The contracting authority's own, objective documented experience can be used on an equal basis with the other references.,
Requirement: tenderers must have sufficient capacity and competence to carry out the assignments that are awarded under the framework agreement.
Documentation requirement: the tenderer must give an account of the capacity and present a competence matrix for the company, including a description of any subproviders.
The tenderer's account is to be given in Annex F, other documentation from the tenderer.
Requirement: tenderers must have a good and well-functioning quality assurance and management system for the services that will be provided.
Documentation requirement: the tenderer must submit an account regarding its quality assurance and quality management system, or a copy of system certificates, such as ISO 9001 or equivalent, issued by an accredited certification body.
