Consultancy and Engineering Design Services for the New Fuglevik Treatment Plant

A contract will be signed with a tenderer for engineering design and consultancy services for reconstruction of Fuglevik Treatment Plant (Norwegian abbreviation: FRA). The contract includes i.a. process management, preliminary engineering design, detailed engineering design and construction works during the contract period. The total value of the entire project, including the contracts, is approx. NOK 235 million and a non-binding hourly scope is 25 000 hours for consulting and project assignment is expected. The contract period shall basically be from the signing of the contract and until the plant is completed and the contracts are handed over. The consultancy and engineering design assignment is divided into four phases, of which the last two phases are options that the contracting authority can choose to activate. The project period is expected to last up until the end of 2025. The consulting and engineering design contract is regulated by NS 8402 with adaptations and special contract provisions.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
• Norwegian companies: company registration certificate
• Foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have the financial capacity to carry out the assignment/contract.
A credit rating, not older than 6 months and which is based on the last known accounting figures. The rating must be carried out by a credit rating company with licence to carry out credit rating services.
Teknisk og faglig kapasitet:
Tenderers shall have experience and competence from similar assignments.
The tenderer must present three reference (neither more nor fewer) assignments during the last 10 years where the tenderer was responsible for the engineering design for the construction or renovation of sewage treatment plants at a total investment value per. project of at least NOK 100 million.

The tenderer must have been involved in the central discipline of the projects, in addition to the responsibility for the engineering design.
The tenderer must have sufficient implementation and capacity to carry out the project within the specified limitations and deadlines.
A good and well-functioning quality assurance system is required for the services that shall be provided.
