The Ministry wants to developed a condition analysis of the Norwegian Democracy, in the form of a democratic-barometer, developed for a high quality democracy such as Norway. The condition analysis will also be able to be used as a basis for policy development. It should be so nuanced that it can give a good indication of which of the Norwegian democracy qualities are good, and what qualities are weaker. The anticipated value of the contract is NOK 3 500 000-NOK 8 000 000 excluding VAT. Of this, the main assignment accounts for NOK 3 500 000-NOK 4 000 000 excluding VAT. A possible option is up to NOK 4 000 000 excluding VAT. The details of the content in the main assignment and option are described in Annex 1 to the contract.

The committee’s recommendations for a new election act will be presented in spring 2020. The Ministry wants to developed a condition analysis of the Norwegian Democracy, in the form of a democratic-barometer, developed for a high quality democracy such as Norway. The condition analysis will also be able to be used as a basis for policy development. It should be so nuanced that it can give a good indication of which of the Norwegian democracy qualities are good, and what qualities are weaker.
