Mattilsynet [the Norwegian Food Safety Authority] has a need for independent senior competence on a strategic and operative level within the ICT area. The maturity of their own organisation will be further developed and the use of frameworks for effective control and management will be expanded. In this connection, the Norwegian Food Safety Authority invites tenderers to participate in a competition for a framework agreement with multiple suppliers of ICT consultancy services.
The framework agreements will include ICT consultancy services within the spectrum from strategy to operative implementation of methodology, framework, processes and plans.
The competence of offered consultants should be on an expert or senior level.
Examples of areas where competence can be sought (not exhaustive):
— project and team management;
— system management;
— operation of platforms and infrastructure;
— architecture;
— portfolio management;
— estimation and estimation models;
— evaluation of code;
— digitising;
— test and receipt control;
— license management and follow-up;
— test management;
— problem solving and technical configuration.

— problem solving and technical configuration of the competence of offered consultants should be on an expert or senior level.

The framework agreement will be entered into with suppliers that are independent of products and manufacturers, and that are able to assess other supplier's solutions in an extremely objective manner.

The framework agreement does not cover.

The framework agreement does not include program development in the traditional sense, or purchases that the Client implements where contractual terms are covered by another SSA or SSA-B.

Work place.

Work after call-off on the framework agreement will primarily be carried out by the Norwegian Food Safety Authority's main office in Oslo or in Brumunddal.

Estimated annual scope

The estimated annual scope of the framework agreements is in the size range NOK 4 million-NOK 10 million excluding VAT. The client is not bound by this. The terms forming the basis of the estimated annual scope include the current financial framework and strategies for the client. If this changes, the scope of the contract can also change.

The purpose and scope of the procurement is further described in the annexes to SSA-R, primarily in Annex 1 and appendix.

Minimum requirements for the qualification requirements

Requirement: the tenderer must have had a minimum of NOK 6 million in turnover within the areas of the requested contract services for a 12-month period during the last 44 months. Documentation requirement: self-declaration with overview of requested turnover.

Only for services: during the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to 3 years experience and can take experience from the period before the last 3 years into consideration.

Minimum requirements for the qualification requirements

Requirement: tenderers must have delivered services to a contracting authority who can be compared with the Norwegian Food Safety Authority. (Comparable contracting authorities can for example be a contracting authority of a specific size that sets requirements concerning the ‘mercantile’ sides of the contract, for example call-offs, invoicing, specific contact person etc.). Documentation requirement: name of the contracting authority and description of relevant pages of the assignment (relevant to this requirement) and the name of reference persons with contact information.
