Requirement:
Tax certificates.
Tenderers must have their tax and VAT payments in order.
Documentation requirement:
Tax and VAT certificate. The certificates must be issued either by the local tax collector's office or the tax collector’s office where the tenderer has his main office. The certificate can be obtained from Altinn.no.
— The certificate must not be older than 6 months from the tender deadline.
— Norwegian tenderers who are not subject to VAT must provide confirmation of this from the national tax authorities.
— Tax certificates for foreign tenderers must be equivalent certificates from the country's tax and duty authorities.
Company registration certificate.
Tenderers must be a legally established company in Norway or another EEA country.
— Norwegian companies: company registration certificate.
— Foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.
Requirement: finance. The tenderer is required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the period of the agreement.
The credit worthiness that will apply for qualification for this contest is credit worthy (score A or equivalent).
Tenderers must submit a declaration of willingness from a bank or other financial institution certified by the Financial Supervisory Authority of Norway, that security will be provided in the form of a bank guarantee equivalent to 5 % of the 'tender sum' per year.

Documentation requirement: revised annual financial statements for the last 2 years.
— Extended credit rating/report of the tenderer, not older than 3 months, from a publicly certified credit rating company — typically given by letter or short text, as well as an explanation of this. The report must be based on the last known fiscal figures. The date must be clear.

— Companies without sufficient credit rating, newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. The concept of a quality management system is that i.a., the tenderer has an awareness of quality objectives, planning, securing, handling of deviations and quality improvement.
Requirement: Competence/experience.
Tenderers, possibly with the support from sub-supplier(s), must have relevant experience and competence from equivalent assignments for the collection and transport of household waste from at least 25 000 inhabitants.
Documentation requirement:
— Account and documentation of the tenderer's internal control system and quality assurance system. The table of contents for the internal control system is to be enclosed.
— If a tenderer is certified, the certificate is to be attached; if not, a short account or the table of contents for the quality assurance system is to be attached.
— An account of the relevant assignments of the last 3 years. The account shall include a description of the assignment, contracting authority, number of inhabitants, date, name and data of a contact person.
— A description of the tenderer's (company) most relevant assignments in the last 3 years for the collection and transport of household waste from at least 25 000 inhabitants. The reference list must also include information on the value, date and the name of the public or private recipient, with contact information for any references.

— New companies that cannot fulfil the requirement for relevant assignments in the last 3 years can submit other documentation that confirms that the tenderer/sub-tenderer has the necessary competence/experience.
