The discharge sampling contract includes services related to:
Collecting and analysing discharge samples for Lørenskog municipality's sewer network in accordance with the requirement specification.
Counselling for the contracting authority in regard to reports and proposals for a measurement programme in relation to Lørenskog municipality.
For the sampling of food and the production environment a contract shall be entered for: microbiological and chemical analyses for control of food and production environment, as well as water samples. The analyses must be in accordance with the prevailing law and regulations.

Tenderers must be a legally established company.

Documentation requirement:

Norwegian tenderers:

Company registration certificate.

Foreign tenderers:

Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement:

Tenderers must have the adequate financial strength to comply with the contractual obligations.

Documentation requirement:

The tenderer's annual financial statements including notes with the board's and auditor's reports from 2017 and 2018.

If the annual financial statements for the last year are not finished before the tender deadline for this contest expires, the last year's preliminary annual accounts should also be attached.

The contracting authority reserves the right to carry out a credit assessment.

Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer may prove its financial position with any other document that is acceptable to the contracting authority.

Teknisk og faglig kapasitet:

Requirement 1: the tenderer must have adequate implementation ability.

Documentation requirement:

A short, general description of the company shall be given, including:

An overview of the company’s history, organisation and ownership, as well as a description of the current business.

Description of how the tenderer is organised for the execution of this contract.

Description of the tenderer's total manpower, competence and capacity.

A concise description of the overall quality assurance system that the service provider will use for this contract.

Requirement 2: the tenderer shall have good experience from similar deliveries.

Documentation requirement: an overview of the most important services that the tenderer has provided in the last 3 years. The overview must include the following information:

A brief description of the assignment.

Date of implementation.

Scope of the contract in monetary amount.

Name and telephone number of the reference person at the contracting authority.

Requirement 3: the tenderer must have and operate a good and functioning environmental management system.

Documentation requirement: a brief and overall description of the company shall be given.

ISO 14001 certificate or equivalent, as well as a description on the part of the company that is covered.

Instead of a certificate, other descriptive documentation of the tenderer's environmental management system is accepted. In this case we ask for the following information:

— the name of the system and a detailed description of the content as well as an explanation on how the system is used in practise,

— an overview of the impact the company has on the environment,

— an overview of the tenderer's environmental requirements,

— an overview of the follow-up of the audit and method thereof.

The tenderer's reply shall be included in the contract.
