The contract is estimated to have a value of NOK 5 million per year, totalling NOK 20 million over 4 years. Estimated commencement is 15 January 2021. Commencement for the Stella Maris Health Centre will be approx. 1 February 2021.

Beskrivelse av fornyelser: Two extensions, each for 12 months.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(i) Requirement: the tenderer must be a legally established company.
Documentation requirement:
• Norwegian tenderers: Company Registration Certificate;
• foreign tenderers: confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
(ii) Requirement: Norwegian tenderers must have their tax, employer contributions and VAT payments in order.
Documentation requirement: Tax and VAT certificate. The certificate cannot be older than 6 months from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no
Økonomisk og finansiell stilling:
Requirement: tenderers must have the financial capacity to carry out the assignment/contract.
Documentation requirement: a credit evaluation from an approved credit rating agency based on the last fiscal figures. The key figures in the requirement must be presented together with an assessment of the tenderer's payment experience.
If the tenderer has justifiable reason for not presenting the documentation that the contracting authority has requested, he can document his economical and financial capacity by presenting any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:
(i) Requirement: the tenderer is required to have a good and well-functioning quality assurance system for the services that will be provided.
Documentation requirement: a statement regarding the supplier's quality assurance/management system must be submitted, or copies of the system certificates issued by accredited certification bodies, or equivalent documentation.
(ii) Requirement: all cleaning businesses must have public approval from the Norwegian Labour Inspection Authority.
Documentation requirement: tenderers must document that their company is certified by the Norwegian Labour Inspection Authority.
(iii) Requirement: all workers performing cleaning work must have an HSE card from the Norwegian Labour Inspection Authority.
Documentation requirement: tenderers must document that workers who carry out cleaning work have an HSE card from the Norwegian Labour Inspection Authority.
(iv) Requirement: tenderers must have relevant experience.
Documentation requirement: Completed Annex 5 Reference form, showing the three most relevant cleaning contracts that the tenderer has executed during the last 3 years. For each reference assignment, information must be provided about the assignment content and scope, value, duration, contracting authority, and the contracting authority's contact person with email address and telephone number.
