NAV Oslo will procure a framework agreement for the labour market measure clarification and follow-up for deaf persons and persons with hearing impairment in the period 1 November 2020-31 October 2022, with the opportunity to extend until 31 October 2024. The contract concerns the target group in NAV in Oslo, Øst-Viken and Vest-Viken and Innlandet. The clarification measure will map and evaluate the measure-participants’ work ability and any specific needs for assistance in order to obtain or keep work and contribute to participants getting increased insight in their possibilities in the labour market and in their own resources and skills in relation to work context. The follow-up measure will provide assistance with the aim of participants obtaining and/or keeping paid work. The aim is that participants will, to the greatest possible degree, be self-sufficient with a lasting connection to working life. Follow-up can include career guidance, assistance with targeted job seeking and job development, guidance and advice connected to work participation, both for participants and employers, training in work related and social skills, as well as follow-up and facilitation at work, in order to facilitate a transition to work and ensure that jobs are kept.

Both measures have requirements concerning competence and professional-methodology resources that are specialised in relation to use of health expertise, process methodology competence, competence in the use of aids, use of technology, HR competence and other resources relevant for facilitating and use of relevant tools for work-oriented clarification and follow-up of the target group.
