The Norwegian Police Shared Services (Norwegian: PFT), hereafter called the contracting authority, shall, on behalf of the Norwegian Customs, the Norwegian Correctional Service, the Governor of Svalbard and the Norwegian Police Security Service enter into a contract for the procurement of civil working clothes and protective equipment. The purpose of the procurement is to cover the need for various types of standard off-the-shelf clothing, including working clothes for kitchen and office personnel, working clothes and protective equipment. Based on previous years’ procurements, the estimated value is approx. NOK 5.5 million during the contract period, including the option years. See the tender documentation for a further description.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement:

• Norwegian companies: company registration certificate.

• Foreign companies: verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Credit rating based on the last known fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with any other document that the contracting authority deems suitable.

Minste nivå(er) av standarder:

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Teknisk og faglig kapasitet:

Documentation requirement:

1) A description of up to 3 of the most relevant/comparable assignments during the last 3 years. Relevant/comparable assignments mean a central company agreement involving delivery of equivalent product portfolio and many different buyers and delivery locations. The list must include a statement of the deliveries´ value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of the personnel that he can use for this assignment, including experience that has been acquired while the personnel carried out services for another supplier.

2) Tenderers must submit documentation of their quality assurance and management system. The following documentation will be accepted:

Certificate of the company's quality system/management system, issued by independent bodies that confirm that the tenderer fulfils quality assurance standards in accordance with ISO 9001 or equivalent,

A description that, as a minimum, covers the company´s procedures/routines for:

— dealing with deviations and claims;

— approval of sub-suppliers;

— the process from the receipt and registration of orders until delivery at the customer.

3) Tenderers must present documentation of their environmental management system. The following documentation will be accepted:

• valid attestations/certificates issued by an independent body (e.g. ISO 14001, EMAS, Miljøfyrtårn or equivalent); or

• a description of the tenderer´s own environment management system. The description must, as a minimum, include the organisation's environmental policy and environmental goals.

Minste nivå(er) av standarder:

1) Tenderers must have experience from comparable assignments.

2) Tenderers must have a good and well-functioning quality assurance and management system for the services that will be provided.

3) Tenderers must have an environmental management system.
