The Norwegian Armed Forces' Veterans Service needs children and youth measure packages to be distributed to children of personnel who are deployed in international operations. The objective of these measure packages is double. One of the objective is that the effect of the measures supports the psychological process the children are going through in connection with deployment. The effects are therefore adapted to the activity book ‘Oppdraget går til’ (‘The Mission Goes To’) written by a child psychologist. One objective is that the effect of the measures must support the psychological process the children are going through in connection with deployments. The Norwegian Armed Forces therefor want the implemented measures to be appreciative for the children and that it demonstrates the Norwegian Armed Forces see them and appreciate their efforts as a part of their parents’ deployment.

The packages, in addition to the activity book that are provided by the Armed Forces, must contain; stationery and envelopes, world maps, picture frames, stuffed toys, multi-headband, festival bracelets and backpacks/gym bags. The effects and the requirements for the respective packages are further described in the requirement specification enclosed to the tender notice. The framework agreement has an estimated value of NOK 2 000 000 excluding VAT, including options for extensions. The estimate is made on the basis of previous figures and anticipated future use according to the contracting authority's best judgement. The estimate is not binding for any call-offs or procurements. The concrete call-offs will depend on the the Norwegian Defence's changing needs in the framework agreement period. These may in particular vary depending on the number of personnel engaged in international operations during the agreement period.
