The contest is for the provision of consultancy services within child welfare, and comprises case management and measures for the municipal child welfare services for the participants mentioned in point 1.1.1.
The framework agreement will apply for case management and programme work.
The assignment is for children and youths who, due to conditions at home, or for other reasons, have a particular need for follow-up. The problems for measures in the home will often be connected to neglect, drug and alcohol abuse, violence problems and psychological difficulties, which can be expressed in, amongst other things, relationship and/or communication difficulties and/or varying degrees of behavioural difficulties.
There will be call-offs for the services during workload peaks, illnesses and in other situations with an acute need for staff.

The value of the procurement will exceed the EEA threshold. The volume in 2019 was approx. NOK 3 047 500 excluding VAT for case management services, and approx. NOK 5 300 000 excluding VAT for measures.
The amount is an estimate and is not binding for the contracting authority. The contest will be held as an open tender contest in accordance with the regulations, Parts I and IV (health and social services).
Sub-tender/zones
Tenders can be submitted for one or several groups. Sub-tenders and alternative tenders cannot be submitted within each group.
Group 1: Consultancy services child welfare, case management;
Group 2: Consultancy services child welfare, programme work.
The contracting authority will sign contracts with minimum 3 tenderers in each group.
Framework agreement.
The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms.
The framework agreement will be valid from and including 11 September 2020 until and including 8 November 2022, with an option for the contracting authority for a further extension for up to 2 years, 12 months at a time.
Lier Municipality and Ringerike Municipality will participate as an option in this contract.
The start date for group 2 programme work will be 1 February 2021. The final date will be the same as for group 1.
The contract start date for group 2 programme work for Jevnaker Municipality, Lunner Municipality, and Gran Municipality will be 1 January 2021. The final date will be the same as for group 1.
The contracting authority will enter into a contract with a minimum of 3 tenderers in each group, if a sufficient number of qualified tenderers submit tenders.
The options will be triggered automatically, as long as the contracting authority has not given notice to the tenderer that the contract will not be extended. The individual collaborating purchasing parties cannot trigger the option. 'Notice' must be in writing from the contracting authority's side at the latest one (1) month before the contract expires, or one (1) month before any extension year expires. Any reduction to the scope of the delivery will not be liable for compensation.
