The aim of the project is to carry out detailed designing, construction and commissioning of carbon capture and conditioning installations that capture CO2 from flue gas from Norcem's cement production installations in Brevik, Norway and condition it for ship transport and permanent storage under the seabed on the Norwegian continental shelf. The project is part of the Norwegian CCS Demonstration (NCD) Project, where Northern Lights (Equinor, Shell and Total) are responsible for ship transport and permanent storage of CO2. The NCD project and the work that will be carried out under this contract depend on government financing, which is subject to a decision from the Norwegian government by the end of 2020.

In order to integrate the carbon capture and conditioning installations with the existing cement installations, it is necessary to make some modifications to the existing cement installations.
The carbon capture and conditioning installations will be installed parallel to the existing flue gas system, with a focus on a secure, simple and regular transition between cement production with and without carbon capture and heat recovery, thereby insuring the integrity of the cement production. In order to integrate the carbon capture and conditioning installations with the existing cement installations, it is necessary to make some modifications to the existing cement installations.
This contract includes the following deliveries:
(a) changes to the existing flue gas system due to change operational conditions;
(b) new connections, channels, fans, butterfly valve, etc., that are required to connect the waste units and carbon capture plant to the flue gas system.

Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation requirement:
The tax certificate must not be older than 6 months calculated from the deadline for submitting a request for participation. A tax certificate is defined as:
Norwegian tenderers: A tax and VAT certificate issued by the Tax Collector's Office via Altinn;
Foreign tenderers: foreign tenderers must submit equivalent certificates from their own country, which show that they have their tax and duty payments in order. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial director/person responsible for finance.

Tenderers must have the capacity to fulfil the contract (i.e. sufficient staffing and necessary competence).
Documentation requirement:
Present the tenderer's business idea and core competence related to the scope of the work.
Overview of the tenderer's history, organisation and ownership, as well as the current company, (an organisation chart can be attached).
A description of how the tenderer is organised for the execution of this contract, including the number of permanent employees with relevant qualifications presented in a table.
Maximum 10 pages in total.
Tenderers must have documented experience from deliveries with of similar and relevant complexity.
Tenderers must attach a list of maximum five certificates from contracts with a similar and relevant content and complexity and relevant cement industry experience and process technology competence from the last 10 years.
The certificates should be signed or confirmed in writing by the contracting authority for the different deliveries and as a minimum shall include:
A brief description of the assignment.
The contracting authority
Date of implementation.
Scope of the contract in monetary amount.
Name, telephone number and email address for the reference person at the contracting authority.
If it is not possible to acquire signed or verified attestations, the tenderer shall provide a list of all relevant assignments with descriptions according to the above points.
The contracting authority reserves the right to contact the stated reference persons if needed.
Maximum two pages per reference project.
Tenderers must have and operate a good and efficient quality assurance/management system.
A description of the scope and structure of the tenderer's quality assurance system.
ISO 9001 certificate or equivalent and explain which part of the company and sub-contractors are covered.
Other documentation can be accepted of an equivalent quality assurance system instead of the certificate. The name of the system and a detailed description of the content as well as an explanation on how the system is used in practise is required in such cases.
